This position oversees the development and implementation of policies, programs and strategies related to climate resiliency, climate coordination and policy, and disaster recovery, as it relates to the agricultural sector. This position provides leadership and direction to a team of specialists. The team will deliver climate related programs which encourage and influence climate mitigation and adaptation to agricultural producers. This position, in collaboration with section staff, will serve as the Departmental climate change liaison with industry stakeholders, provincial and federal governments, and academia. Using a team based approach, the incumbent will lead the Department\xe2\x80\x99s direction and vision as it focusses on policy research, development and program management which will position the sector to best respond to climate change related opportunities, initiatives and extreme weather events. Duties will include:
Provide a leadership role in the development, implementation and evaluation of policies, programs and strategies that assist the agriculture sector meet climate related goals.
Work with agricultural and environmental organizations, processors, NGO\xe2\x80\x99s, other provincial government departments, the federal government, and agricultural producers and producer groups in the development and evaluation of policies and programs that encourage the implementation of climate mitigation and adaptation related practices.
Combine climate change mitigation and adaptation efforts into climate action strategies that serve both climate change priorities and best support industry in addressing other strategic priorities.
Use a team based approach to address the agriculture responsibilities identified in the PEI Climate Adaptation Plan.
Identify opportunities and develop strategies to increase adaptive capacity and resilience of PEI\xe2\x80\x99s agriculture sector.
Provide direction and leadership to Agriculture Climate Adaptation staff in the delivery of climate related programs, policy development, research initiatives and technical services.
Develop and implement human resource initiatives for Agriculture Climate Adaptation staff, to ensure they are motivated and have the necessary skills to successfully carry out their duties.
Work with staff to ensure the most efficient communication and delivery of section programs and technical services.
Work with staff in the development of priority research initiatives and assist them to secure the resources necessary to conduct the initiative and communicate the results.
Liaise with key contacts and stakeholders in the Department, provincial government and federal government, industry, academia, and non-profit organizations. Connect and support integration of efforts for greater outcomes.
Inform the Senior Management Team about Agriculture Climate Adaptation section activities, programs and accomplishments and issues.
Develop and implement the section\xe2\x80\x99s annual operating and capital budgets and monitor all expenditures.
Explore federal climate change funding for the PEI government and agriculture industry priorities (i.e. Low Carbon Economy Fund, Nature Smart Climate Solutions Fund, Disaster Mitigation and Adaptation Fund, Natural Infrastructure Fund), to provide matching dollars for provincial funding.
Other duties as required.
Minimum Qualifications:
Master of Science Degree in Agriculture or Environmental Science or related field with experience in project/program management and delivery or a Bachelor\xe2\x80\x99s Degree in Agriculture or Environmental Science or related field with extensive experience in project/program management and delivery.
Leadership experience: Ability to build and maintain effective working relationships and build partnerships, and demonstrate conflict resolution and change management skills.
Demonstrated equivalencies may be considered;
Experience in agricultural or climate related practices relevant to Prince Edward Island. Key areas of focus to include environmental or agronomy services and climate change mitigation or adaptation in agriculture.
Experience in policy or program analysis, development and implementation.
Excellent communication (verbal and written), interpersonal, organizational and decision making skills.
Demonstrated organizational ability including attention to detail and managing multiple priorities.
Must have a valid PEI driver\xe2\x80\x99s license and access to reliable transportation.
