JOB OPPORTUNITY - Manager, Business Transformation - Full-Time Permanent Position




POSITION SUMMARY





The Manager, Business Transformation, reports to the Senior Director, Business Transformation & Corporate Services, and plays a pivotal role in driving strategic initiatives to enhance organizational operations, ensure regulatory compliance, and lead transformative projects within the agency. This role oversees the Business Transformation function, collaborating with cross-functional teams to align operational processes with the agency's vision, mission and strategic objectives. The Business Transformation Manager provides change management, enhances data collection and reporting, and continues to optimize the technology stack for Youthdale's operations and clinical programs.

CORPORATE RESPONSIBILTIES




Fosters positive and constructive interpersonal relationships with the Board of Directors, staff, volunteers, and clients, visitors, outside agencies, government officials and related professional associations. Maintains and adheres to all relevant legislation. Maintains and adheres to organizational policies and procedures. Works in compliance of the Occupational Health & Safety Act and its regulations, reporting hazards, deficiencies and contravention's of the Act, in a timely manner. Demonstrates management practices, which are consistent with the mission, vision and philosophy of Youthdale Treatment Centres.

JOB RESPONSIBILTIES




Business Transformation & Organizational Development




Lead and coordinate resources to implement strategic transformation initiatives, ensuring alignment with the agency's goals. Develop comprehensive roadmaps and project management plans for transformation projects, engaging key internal partners throughout the process. Support cultural development initiatives that foster innovation, collaboration, and organizational growth. Leverage data and analytics to identify opportunities for systemic improvements. Provide change management expertise to facilitate the adoption of new initiatives and processes. Enhance data collection and reporting practices to support informed decision-making. Optimize the technology stack for Youthdale's clinical programs, ensuring alignment with industry standards and best practices.

Risk Management



Assists in conducting risk assessments in operational initiatives and within programs and services, supporting implementation strategies to mitigate risks. Documents all identified risks in a central risk registry and establishes mitigation plans for each of the risks. Proactively identifies risk and issues and follows the required steps to ensuring risk management or risk mitigation. Collaborate with all teams in the organization to facilitate this work

Insurance



Liaises with the organization's insurance provider, Healthcare Insurance Reciprocal of Canada (HIROC) on all matters related to risk and claims. Notifies HIROC of all actual and potential claims and participate in the investigation, as required. Supports management and staff throughout the claims processes. Tracks all actual and potential claims reported to HIROC to enable organization to know claims in programs and status of each claim. Tracks the steps taken when a new actual or potential claim has occurred (e.g. Health Records notified to secure health record, meeting set with involved staff to inform them of action, determining if there is a related patient relations file). This could take the form of a checklist.

Accreditation



Acts as liaison with certification and regulating agencies. Leads and facilitate the organization's accreditation preparations; Develops and supports mechanisms for maintaining compliance with accreditation standards between accreditation site visits. Responsible for all aspects of the Accreditation process including submissions for each standard and sub-standard, aligning the agency with prior and new quality standards, administering Worklife Pulse and Canadian Patient Safety surveys, analysis of surveys and action plans to address opportunities for improvement, and mobilizing the entire agency to support and contribute to the process. Engages with community partners and involving them in Youthdale's Accreditation process. Engages clients, families and guardians in the process by facilitating focus groups with surveyors. Organizes tours of all services and orients surveyors to our programming. Analyze survey results and implement continuous improvement initiatives in collaboration with partners. Chairs the Accreditation Steering Committee and the Accreditation Committee. Communicates findings and results agency wide as well as remaining current with best practices in the sector.

Privacy



Reviews and tracks all privacy incidents providing an annual report to the Privacy Commissioner, Senior Leadership, Agency Staff and the Board of Directors. Oversees any investigations into privacy breaches and provides education to all employees and the Board. Develops consent and confidentiality forms for internal and external use. Acts as contact person under PHIPA to: facilitate the custodian's compliance with this Act; ensure that all agents of the custodian are appropriately informed of their duties under this Act; respond to inquiries from the public about the custodian's information practices; respond to requests of an individual for access to or correction of a record of personal health information about the individual that is in the custody or under the control of the custodian; and Receives complaints from the public about the custodian's alleged contravention of this Act or its regulations. Ensures personal information is collected, used, disclosed, retained, and disposed of in accordance with PHIPA.

Health Records



Oversees, reviews and authorizes all records requests and subpoenas. Oversees the development, implementation and maintenance of Youthdale's Record Management Policy. Safeguards client records and ensure compliance with PHIPA standards. Ensures client record registries and logs are complete. Ensures health records are assembled in standard order and are accurate, up-to-date and complete. Support agency programs in the archiving of records, in accordance with Youthdale's record retention and disposal schedule. Respond to access requests / release of information requests from clients and third parties, including retrieving, processing and transmitting information requests appropriately. Provides annual records report. Co-chairs the File Audit Committee with the Director of Quality and Interprofessional Practice

Leadership




Set clear performance expectations for business transformation staff, providing feedback and development opportunities. Contribute to organizational strategic initiatives and collaborate with other departments as needed. Participate in development of departmental OKRs Objectives and Key Results) for business transformation efforts.

Other



Adheres to occupational Health and Safety Legislation and to Youthdale's Health and Safety policies. May be called upon from time-to-time to assist in other parts of the agency when necessary.

QUALIFICATIONS




Bachelor's degree in Business Administration, Public Administration, Healthcare Administration, or a related field. Excellent analytical, problem-solving, and project management skills. Project Management certification considered an asset Prosci Change management certification considered an asset Five years of experience in business transformation, operations, or administrative roles within the non-profit, healthcare, or social services sectors, with preference for experience in child and youth mental health services. Demonstrated expertise in risk management, security protocols, and compliance with healthcare regulations and privacy laws (e.g., PHIPA, CYFSA). Strong interpersonal and communication skills with proven ability to establish positive partnerships and work as a leader of an interdisciplinary organization. Ability to establish and maintain positive working relationships with outside healthcare facilities, government agencies, and service providers in the mental health sector. Demonstrates creativity and innovation to develop new ways to improve operations, efficiencies, and create new opportunities in the context of child and youth mental health services. Knowledge of current trends, best practices, and emerging issues in child and youth mental health services delivery. Experience with quality improvement methodologies and performance management systems in healthcare settings. Familiarity with accreditation processes and standards relevant to mental health services.
