Job Description



The Ministry of the Solicitor General, Ontario Provincial Police, and Field Support Bureau are seeking a qualified individual to lead and manage the development, coordination, delivery and evaluation of province-wide aviation services.

About the OPP:

The Ontario Provincial Police (OPP) is one of North America\'s largest deployed police services with more than 5,800 uniformed officers, 2,400 civilian employees and 830 Auxiliary officers. What can I expect to do in this role?

To lead and manage a team of technical specialists including OPP fixed wing and helicopter pilots both uniform and civilian.

To provide flight coordination services ranging from personnel transport, tactical surveillance, search and rescue and aerial reconnaissance, that meet flying requirements of a range of ministry/government programs.

To monitor government aviation activity, including tracking of all non-scheduled Ontario government air transportation.

To manage the ministry aviation safety program, promote aviation safety, and to develop and implement policy, procedures and safety assurance standards for aircraft and commercial charters used by the government.

To provide advice to senior management regarding the safe and cost effective delivery of quality aviation services, and to support Ministry customer service, cross ministry integration initiatives and partnering.

How do I qualify?

Mandatory

Ability to pass an OPP background security investigation.

Ability to hold the position of Operations Manager as stipulated in CAR 604, 702, 703 and be subject to the approval of Transport Canada.

Leadership and Guidance skills:

  • You have demonstrated experience developing, building and leading organizational capacity through positive and values-based leadership, inclusive and engaged teams and partnerships.
  • You have proven ability to determine human resources and organizational needs for optimal performance and delivery of results
  • You have demonstrated experience supporting talent management and succession planning, mentoring employees, and setting goals and performance standards.


Aviation Industry Expertise:

  • You have knowledge of Federal air regulations including the Aeronautics Act, Canadian Aviation Regulations, Commercial Air Services Standards Canada Air Pilot, and Transportation of Dangerous Goods Regulations
  • You have demonstrated experience in aviation safety and specialized occupational health and safety situations, including search and rescue, health and safety, disaster planning and enforcement.
  • You have knowledge of enforcement principles, techniques, legislation, policies and procedures.
  • You can ensure the effective delivery of information and intelligence to field officers in line with partnership agreements.


Analytical Thinking:

  • You can assess needs and operational requirements to oversee the tracking of all non-scheduled provincial government air transportation.
  • You can identify problems and issues impacting the effectiveness and efficiency of flight coordination and aviation safety.
  • You can develop proposals for operational improvement.


Procurement and Contract Management:

  • You can interpret and apply procurement policies and directives to plan and manage fiscal and material resources.
  • You have demonstrated experience reviewing and approving budgets, managing facilities, assets, and contract service providers.
  • You can lead long range fiscal planning, providing regular financial reporting, and ensuring compliance with financial protocols, audit principles, directives and guidelines.


Planning and Coordinating skills:

  • You can lead multiple deliverables with external and internal stakeholders.
  • You can oversee diverse and complex coordination operations and services involving many thousands of flight requests and enforcement calls each year.


Interpersonal and Communication skills:

  • You can provide advice and support (oral and written) to senior management on program-related matters.
  • You have proven ability to work closely with emergency response agencies to prepare response plans, participate in training exercises and coordinate search and rescue operations.
  • You can communicate technical subject matter to non-technical experts to gain support from organizational leaders and partners.
