Position Overview:
The Manager of Asset Management is responsible for providing leadership and direction for the development and continuous improvement of the city's corporate asset management program for the General Fund and Utilities assets. Collaborating with a team of Operation Managers and asset representatives, the Manager plays an essential role in developing infrastructure capital plans for all business units, ensuring the organization has the data, frameworks, and processes needed to effectively manage assets over their full lifecycle.
The Manager, Asset Management reports to the Director of Asset Management and Environmental Performance.
Key Responsibilities:
• Provide leadership and direction to the Asset Management (AM) Program and Energy Management Division unit.
• Develop and maintain an AM Policy, AM Strategy, and corporate AM work plan to develop and continuously improve the city's AM program.
• Support and manage reporting AM staff, as well as external contractors/consultants to achieve the AM Policy and Strategy objectives.
• Build awareness and understanding of AM principles and best practices within city staff and elected officials. Coach and mentor asset management practices to business units across the organization.
• Oversee the development and regular update of the Asset Management Plan (AMP) and State of the Infrastructure (SOTI) Report.
• Work with the various Operation Managers and asset representatives to develop and improve AM practices for the city's General Fund assets, including transportation, stormwater, buildings, parks, and fleet assets. Practices include:
o Develop, implement, and monitor standard procedures for collecting and maintaining asset inventory data.
o Coordinate internal and external resources to ensure timely updates to the city's asset inventory.
o Develop and oversee asset condition and performance assessment programs.
o Coordinate and manage internal and external resources to conduct condition and performance assessments.
o Identify and assess asset risks of failure.
o Support Engineering with the preparation of capital plans by analyzing asset data to identify capital investment needs and priorities.
o Support Operations with the development of asset maintenance plans and strategies.
• Serve as the Asset Management System (Cityworks) business owner, ensuring the system meets Asset Management, Engineering, and Operations business requirements.
• Lead the procurement and management of professional consulting and contractor services using established project management principles and best practices.
• Provide formal and informal technical presentations and advise the Director of AM,
Senior Leadership Team, and Agencies, Boards, and Commissions regarding asset management practices and infrastructure funding.
• Provide other technical support to the Director of Asset Management and Environmental Performance as requested.
Essential Qualifications:
Education:
• Post-secondary degree in Engineering, Finance, Accounting or related discipline is required.
• Certifications in asset management from a recognized asset management institution (e.g. IAM or PEMAC or IPWEA) or Professional Engineer (P. Eng) or Chartered Accountant (CA) or Certified Public Accountant (CPA) is required.
• Education or training in project management, business analysis, GIS, or similar disciplines are considered an asset.
Experience:
• Minimum 5 years of professional experience in infrastructure lifecycle management practices, including , maintenance, operations, or planning of public, commercial, institutional, or industrial infrastructure.
• Demonstrated experience developing and implementing strategic plans, policies, processes, and/or technology to support asset management.
• Demonstrated experience working with asset management information systems (e.g. GIS, CMMS, or DSS such as ESRI ArcGIS, Cityworks, or PAVER).
• The ideal candidate is a progressive, highly motivated leader and manager with strong communication, people, and analytical skills.
A suitable equivalent combination of education and additional experience may be considered.
Must be able to obtain a Saint John Police Level II Security Clearance.
The successful applicant may be eligible to participate in a Flexible Time Options Program which includes the option of working a 4 or 5-day work week, subject to business requirements.
