Job Description


The Edmonton Police Service (EPS) requires a highly effective leader to manage the resources of the Business Applications Section to meet the present and future needs of the organization. Responsibilities will include:

  • Leadership of the delivery of development and support services for computer-based applications. This includes management of financial and human resources, effective & efficient operation of the mission critical systems focusing on police operations, intelligence, and administrative functionality.
  • Establishing and improving processes to enable the successful Implementation, configuration, integration, and development of new applications to meet specific customer business needs, supporting existing applications, and identifying areas requiring maintenance, upgrading, enhancements or replacement.
  • Develop and maintain appropriate best practices, standards, and methodologies for use in application maintenance, support, integration and development, and monitoring.
  • Work with internal customers and develop technical or process solutions to operational and business needs.
  • Managing the operating and capital budget to maintain the effective operations of applications supported by Applications Section. This includes tracking budget expenditures, approving payments, projecting future budget expenditures, reporting on budget variances, and implementing means to improve budget efficiencies.
  • Scheduling, managing, coordinating, controlling, and directing internal and external staff resources and their activities to ensure work assignments are completed within established budgets and timeframes. This includes establishing service levels, monitoring, and reporting on the area\xe2\x80\x99s performance, and addressing any escalated client service issues.
  • Work collaboratively with IT Managers and client business areas to develop specific strategies for implementing and upgrading IT technologies, and continuously learn about emerging technology and recommend how it can be best applied at EPS.
  • Lead vendor management activities including negotiating, implementing, and managing service and maintenance agreements/contracts.
  • Plan for business application lifecycle replacement by identifying budget and other resources required.
  • Other related duties as required.
Qualifications
  • Undergraduate degree or diploma in Computing Sciences or a related discipline.
  • Seven (7) years of experience supervising or managing work areas and staff responsible for COTS/SaaS applications implementation, integration, development, and applications support.
  • Middle to senior management level experience in managing human and financial resources.
  • A solid understanding of Information Technology industry directions and delivery strategies.
  • Demonstrated ability to manage many concurrent and complex work assignments.
  • Strong knowledge of project management and understanding of systems development management.
  • Project Management, Business Analysis, ITIL and COBIT training and certification would be an asset.
  • Previous experience as an IT manager in a policing or law enforcement environment would be an asset.
  • Strong supervisory, management leadership, and team building skills to develop staff coupled with a strong focus on customer service.
  • Superior oral and written communications skills.
  • As part of your pre-hire screening you will be required to complete an Enhanced Security Clearance. Should you accept employment with the Edmonton Police Service you acknowledge and agree to participate in future Enhanced Security Re-Clearances at scheduled intervals or in any other circumstances, exigent or otherwise, as required by Human Resources Division.

Hours of Work:

36.9 hours per week, Monday \xe2\x80\x93 Friday. Hours of work may be subject to the terms and conditions of variable hours of work program.

Salary Range:

95M, Salary Grade: ML3, $99,242 - $156,423 (Annually).
