Clinical Workforce Planning (CWP) is part of the Health Professions, Strategy and Practice portfolio led by the VP, Health Professions, and Information Technology. Clinical Workforce Planning helps to manage workforce capacity, and allows for nimbleness in operational planning, moving resources to where they are needed across the continuum of care. This ensures AHS can respond to changes in population health needs, service and capacity planning priorities, government policies, and educational requirements. By providing consistent, relevant, and accurate workforce planning, it supports AHS to employ an efficient, effective, and sustainable workforce that delivers high quality health care.

Description:

The Senior Program Lead is part of the Clinical Workforce Planning portfolio and reports to the Executive Director. The position is a leadership role that leads a cross-functional team to deliver the highest quality of evidence to support decision-making. A key component of the position is the ability to develop and maintain strong working relationships with stakeholders to operationalize workforce strategies. Further, the position provides direction in workforce analytics, and expert advice on workforce trends, issues, or implications. The Senior Program Lead supports the development and implementation of workforce initiatives in collaboration with stakeholders. He/she must have excellent understanding of AHS organizational goals, and a broad understanding of the continuum of care. Expertise in workforce and patient population characteristics are utilized to translate data into accurate, relevant information to support detailed action planning and decision-making. Solutions will come from the successful candidate\'s ability to oversee the analysis of financial, clinical, and workforce data. In addition to expertise in statistics, data management and quantitative methods, you must have skills in leadership, project management, and communication. Effective presentation skills for target audiences, such as senior leaders and physicians, and excellent writing skills for documents like reports and project summaries, will be key to your success in this role.

Required Qualifications:

A minimum of a Master\'s Degree in a quantitative field [Epidemiology, Economics, Biostatistics, or Public Health]. A minimum of 5 years of experience in a healthcare organization of significant size, complexity, and diversity is required. Equivalencies of education and experience may be considered.
Additional Required Qualifications:

Excellent understanding of key stakeholder needs, and experience in developing and fostering strong working relationships. This entails exceptional communication, internal consulting, and facilitation skills. Experience in developing strong working relationships and partnerships with key internal and external stakeholders. Experience with database building and data extraction languages, e.g., Structural Query Language. Demonstrated experience and ability to present on complex issues in an objective and professional manner. Expert understanding of the workforce, patient population, and health system. An ability to translate workforce data into accurate, relevant information to support detailed action planning. Knowledge of Human Resources administrative data, as well as data holdings from AHSDRRX, such as Practitioner Claims, Discharge. Abstract Database (DAD), National Ambulatory Care Reporting System (NACRS), and Provincial Registry. Significant leadership experience in project planning, execution, reporting, monitoring and evaluation. 2-3 years of experience in leading, mentoring, and coaching staff including performance management. Experience overseeing multiple concurrent projects and managing competing timelines.
