Job Description

The City of Edmonton (City) selected TransEd Partners (TransEd) to finance, design, build, supply vehicles, operate, and maintain the Valley Line LRT Stage 1 project. The project is being delivered using a Public-Private Partnership (P3) delivery model.

The Project is approximately 13 km long extending from 102 Street Stop (Centre West) to Mill Woods Town Centre. Along the alignment there are 11 at-grade neighborhood stops and one above-grade station at Davies Station. Davies Station is an important destination along the Project alignment because it offers access to a Park and Ride facility (approximately 1,400 parking stalls) as well as a transit center. Key structures of the Project include a tunnel connecting downtown Edmonton to the River Valley (approximately 0.5 km), new bridges crossing the North Saskatchewan River (the Tawatina Bridge) and Whitemud Freeway, and an Operations and Maintenance Facility (the Gerry Wright Operations and Maintenance Facility "OMFaEUR). Expected assignment duration is approximately 6 months.

The Project Tagging Authority position is responsible for receiving and acting on requests to perform work on components or systems or in areas under the relevant Testing & Commissioning (T&C) organization's control. Fulfilling the responsibilities of the Work Control Office for the project. Ensuring isolation permits (LOTO) / JHA meet the requirements for system isolation as specified in the work description and or JHA. Candidate will also be responsible for the setup of the integrated project-wide program incorporating all project subcontractors and partners. Candidate must have experience in setting up and managing programs of this nature.

Responsibilities:

  • Manage the integrated LOTO program on the Project, coordinating between subcontractors, JV partners, and all other affected entities to deliver a safe and uniform program for the control of work, and isolation of hazardous sources of energy.
  • Train site personnel, including partners, subcontractors, suppliers, and customer, in the LOTO procedure and other related company procedures:
  • Receiving and acting on request to perform work on components or systems or in areas under the T&C organization's control.
  • Fulfilling the responsibilities of the Work Control Office for the project.
  • Ensuring isolation permits (LOTO) / JHA meet the requirements for system isolation as specified in the work description and or JHA.
  • Install or monitor the installtion of LOTO equipment such as Locks and Tags etc.
  • Provide OJT training to early career engineers and partner personnel during the course of commissioning and initial operations;
  • Perform other duties as directed in support of project activities.
  • Work hours as required, including overtime, weekends and holidays as necessary to support the project.
Qualifications and Skills:
  • Bachelor's Degree in engineering, construction management or related field with 9 years of experience, Or in lieu of Bachelor's degree, 15 years of experience working in the industry;
  • 10 years' experience in large scale industrial and/or transportation projects, five of which have been in commissioning, operations, and/or maintenance of mechanical and electrical systems;
  • Excellent verbal and written communication abilities;
  • Be able to interact professionally with partner operations and maintenance personnel on a frequent and extensive basis;
  • Must be able to walk at least 3 miles per day over uneven ground and be able to climb stair towers 75' in height at least 6 times per day to access project equipment;
  • Use Microsoft Word, Excel, Access and Bechtel Standard Applications SetRoute, Teamworks, E-Track and Infoworks in the execution of work assignments;
