Learning Specialist

As a Learning Specialist, you'll help shape how the MCC's assessment programs come to life through engaging, high-quality learning experiences in both English and French. Reporting to the Team Leader, Exam Operations & Administration (EOA), you'll design, deliver, and continuously improve training solutions that empower staff, contributors, and partners to do their best work.
From needs analysis and planning to implementation and ongoing enhancement, you'll lead learning initiatives from start to finish. You'll work closely with the LMS Administrator and collaborate with internal teams, external experts, and vendors to ensure every project runs smoothly and meets its goals. Your creativity and attention to detail will help ensure MCC's learning resources are consistent, effective, and impactful across all audiences.
What you'll do
Collaborate with the content development team, subject matter experts, editors, production partners, and vendors to plan and create content (e.g., video scripts, scoring exercises, case-based learning, orientations).
Design and develop bilingual professional development resources for staff/SMEs across multiple modalities (self-paced e-modules, videos, webinars, facilitator-led sessions, microlearning, job aids, train-the-trainer), aligned to adult learning principles and organizational needs.
Design and develop bilingual assessor/raters training resources aligned to assessment validity requirements, with targeted outcomes such as construct understanding, rubric interpretation, calibration and inter-rater reliability, and bias awareness/mitigation.
Ensure content quality, accuracy, accessibility, and consistency across audiences and programs; oversee translation and editing workflows.
Build and maintain standardized onboarding pathways and playbooks for exam programs, the department, and delivery partners; ensure cross-platform consistency, accessibility compliance, and reusable assets that reduce ramp-up time and support scalable delivery
Plan and co-produce video shoots to support assessor calibration (e.g., standardized participant performances, exemplar responses, scoring walk-throughs), coordinating with content teams and vendors on casting, logistics, consent/releases, and quality standards to ensure validity, bilingual parity, and accessibility.
Lead need assessments and define learning objectives, delivery modalities, and success metrics in consultation with internal interested parties and external partners.
Proactively develop and implement detailed training plans and release calendars based on operational needs, ensuring all cyclical and new learning activities are scheduled and delivered on time. Measures success by meeting defined quality benchmarks and interested party expectations, thereby supporting continuous improvement and operational excellence.
Own the maintenance cycle for existing learning assets (refresh cadence, deprecation, replacement), ensuring timely updates when policies, procedures, compliance, forms, or exam operations change.
What you need to succeed
Experience
3-5 years of experience designing and developing learning and training content across multiple modalities (e.g., instructor-led, e-learning, webinars, job aids) in complex, multistakeholder environments.
Demonstrated experience leading end-to-end training initiatives--from needs assessment through evaluation--and coordinating cross-functional delivery across technical, administrative, and external partner teams.
Experience facilitating engaging training sessions and presentations in both English and French.
Experience working with or administering learning management systems (LMS) and eLearning authoring tools such as Articulate 360 (Rise, Storyline) or Adobe Captivate.
Experience collaborating with healthcare professionals, assessment programs, or regulatory environments (asset).
Experience leveraging generative AI or automation tools to enhance content development, translation accuracy, or learner engagement (asset).
Technical Skills
Strong knowledge of adult learning principles and instructional design methodologies (ADDIE, SAM, or Agile Learning).
Understanding of assessment design, validation, and psychometric principles relevant to credentialing or examination programs.
Expertise in bilingual (English/French) content development and translation best practices for learning materials.
Proficiency with learning management systems (e.g., Moodle, Cornerstone, or equivalent) and digital asset organization (SharePoint, MS Teams).
Skilled in using e-learning authoring tools (Articulate 360, Captivate), video and multimedia tools (Camtasia, Vyond, Canva), and accessibility testing software (Adobe Acrobat checker, Accessibility Insights).
Knowledge of Universal Design for Learning (UDL), accessibility standards (AODA), and inclusive design practices.
Familiarity with data-informed learning evaluation and analytics (e.g., LMS dashboards, xAPI, Power BI).
Understanding of project management practices including scoping, scheduling, risk management, and vendor coordination.
Ability to apply change management principles and learner engagement strategies to improve adoption and learning transfer.
Awareness of AI-enabled and adaptive learning technologies, supporting innovation and scalability in learning design.

Education
A bachelor's degree in Education, Instructional Design, Educational Technology, or a related field (e.g.,
Communications, Psychology, Adult Education).
A master's degree or post-graduate diploma in Education, Adult Learning, Instructional Design, or Educational Technology.
Language
Advanced oral and written skills in English and French are required.
