The Role:



The Learning and Change Management Specialist will be responsible for leading and supporting organizational and departmental change initiatives and training. This role will develop and/or facilitate team adoption of new processes, structures, tools, and/or learning programs across the organization. This role will also develop, design and facilitate learning and leadership programs across the organization, accelerating employee growth and retention.

Key Responsibilities -



Design inclusive learning solutions and facilitate engaging learning experiences in areas such as, but not limited to, change management and transition, and core management and leadership capabilities to accelerate the operational and strategic effectiveness of our employees. Build strong relationships with key stakeholders to complete needs analyses and tailor learning and change solutions to support team adoption of change and transition. Consult with people and project leaders on change management plans, including change impact analysis, change readiness, communication planning, project planning, and roadmap development. Develop all learning materials, ensuring professional and on-brand content that supports learners' ability to quickly absorb and retain information. Track and measure the effectiveness of change initiatives, making necessary adjustments to improve outcomes. Develop and implement solutions supporting risk mitigation, learning and change sustainability. Facilitate engaging learning experiences with employees at all levels, including senior leaders. Recommend appropriate evaluation strategies for learning programs, including developing the evaluation of learning outcomes, analyzing and reporting on metrics, and providing strategic feedback on program improvements and talent strategies in alignment with business needs. Conduct external market research on trends to innovate and continuously improve learning and leadership programs. Stay up to date with learning and change best practices, trends and innovations to innovate and continuously improve programs.

Knowledge and Skills -



Strong ability to apply adult education and organizational development principles into multi-modal learning solution design and development. Strong ability to facilitate engaging learning experiences. Strong communication, interpersonal, and partnership building skills to work collaboratively and build consultative relationships across the organization. Analytical and problem-solving skills to assess the impacts of change and develop practical solutions. Project management, planning, and organizational skills. Ability to use Zoom and Teams to effectively facilitate and produce virtual learning. Strong technical fluency with MS Applications (e.g., PowerPoint, Word, Excel, etc.). Experience in using Learning Management Systems and Microsoft Office suite (Word and PowerPoint). Attention to detail, ensuring consistency, flexibility and sustainability of materials.

Education and Experience -



Bachelor's degree in human resources, Adult Education, Business Administration, or a related field or a combination of education, training and experience deemed equivalent. 5 to 7 years of experience in change management, organizational development, or related role supporting change initiatives, and learning program development and facilitation across health care or public sector organizations in a unionized environment (preferred). Certification in change management (e.g., PROSCI) is strongly preferred.

Attributes and Competencies-



Supports the Manager Talent and Organizational Development to develop content related to developing policies, programs and procedures. Facilitation skills to deliver and encourage adoption of change and change programs across the organization, including delivering in-person and remote learning, Corresponds with external providers as required. Communicates verbally and in writing with employees, managers, etc. on information and decisions related to learning and change programs and policies. Develops working relationships with internal clients and external partners to solicit input, and to ensure issues are effectively managed and resolved, risks are identified and expectations are met. Prepares statistical reports or documents related to the monitoring and measuring of effectiveness of programs. Creates reports, briefing notes that are used by others to make an informed decision (i.e. for a course of action, to develop/approve a policy or a strategy to resolve an issue). Interprets legislation, regulations, policies and procedures pertaining to talent programs and provides recommendations and guidance, supporting the communication to managers and employees across the organization. As a subject matter expert, provides consultation (advice, guidance, coaching) in partnership with the Manager, Talent and Organizational Development to the HR function, project teams and People Leaders. Collaborates primarily with the Talent & OD team, Manager, Talent and Organizational Development or Director HR on Change Management and learning initiatives/program. Collaborates with the HR System Advisor/HR Systems and Reporting Specialist on organizational data related questions/feedback. Provides professional insight and knowledge in developing and maintaining programs, policies and practices.
