The Human Resources Department delivers various services to its stakeholders including: Accessibility, Recruitment, Payroll, Workforce Planning, Diversity, Learning and Development, Job Evaluation and Descriptions, Performance Management, Labour Relations, Wellness, Health and Safety, Compensation and Benefits and HRIS Systems Management.
Reporting to the Manager of Organization Development and Employee Experience, the Learning and Organization Development Partner is responsible for consulting and collaborating with a broad range of stakeholders working as an integral part of an integrated human resources team to provide solutions that respond to the organizational needs and builds capacity at an organization, leader and/or team level. Responsibilities will be in the design, development, delivery and evaluation of programs and services that support and build individual, team, and organization effectiveness. This position will support and lead the strategies for optimizing the employee experience, engagement, leadership development, learning culture, change initiatives, and organization effectiveness in alignment with the organization's strategic priorities.

Education
(degree/diploma/certifications) Three (3) year University Degree in Arts, Social Sciences, Business, Human Resources, Industrial Relations, Organization Effectiveness, or related discipline ANDa One (1) year College Certificate in Human Resources, Organization Development, or related discipline
OR Four (4) year University Degree in Arts, Social Sciences, Business, Human Resources, Industrial Relations, Organization Effectiveness, or related discipline
Completion of Certified Human Resources Leader (CHRL) Designation from the Human Resources Professional Association (HRPA)
Completion of certifications and applied practice in one or more of the following: adult training, change management, project management, organization development, facilitation, coaching, talent management and/or leadership development

Experience
Five (5) years of experience performing duties related to the above mentioned major responsibilities
Progressive experience in organization development including needs assessment and gap analysis, strategic planning, succession planning, performance management, metrics and analysis, and change management strategies.
Demonstrated experience working with leaders at all levels of an organization.
Demonstrated experience working on corporate level projects or initiatives with the ability to contribute a broad perspective, ensuring stakeholder engagement while carefully ensuring project completion and review.
Knowledge/Skill/Ability
Working knowledge of the following legislation, regulations, or requirements:
+ Accessibility for Ontarians with Disabilities Act (AODA);

+ Municipal Freedom of Information and Protection of Privacy Act (MFIPPA);

Hours:
The normal hours of work are 35 hours per week; however, some non-standard hours may apply.
Wage:
This a permanent full-time non-union position with the following pay level and 2025 pay range: + Pay Level: Level 12
+ Yearly Salary: $87,358.75 to $117,059.85
+ Hourly Pay Rate: $48.00 to $64.32
