SUMMARY
The Leader, Real Property Initiatives, leads and manages development of highly complex services in the areas of planning, acquisition, operation, maintenance and disposal of real property. The incumbent is accountable for delivering national service line initiatives, developing and maintaining policies, processes and tools to support real property services and ensuring the quality of those services across DCC. The Leader, Real Property Initiatives, leads and integrates activities with service delivery, develops strong working relationships with all stakeholders and provides expert guidance and advice across the organization. The incumbent develops innovative and creative solutions, manages risks, promotes collaboration and ensures the quality and timeliness of deliverables.The incumbent may also lead a team of professionals and manage the human resources responsibilities for the team.
KEY AND PERIODIC ACTIVITIES
The duties and responsibilities listed below are representative but not all-inclusive:
Provide expert guidance, advice, functional oversight and leadership for development of key national real property initiatives and programs
Identify needs, plan resources for initiatives, and identify needed process efficiencies
Support, promote, lead and implement service development activities
Establish program objectives and define scope, deliverables, roles and responsibilities in collaboration with stakeholders
Develop policies and processes for real property activities such as asset management, property management, land use planning and leasing
Ensure the integration of health and safety, security and environmental requirements into service delivery
Monitor activities and report on risks that will affect service delivery
Develop training materials and guidance documents
Collaborate with internal and external stakeholders to integrate and optimize services provided to the Client-Partners
Develop and maintain effective relationships within DCC, and with industry, the Client Partners and/or stakeholders
Perform human resources functions (e.g. coach, supervise, mentor, plan and allocate resources, manage performance)
Ensure quality standards are met, in line with corporate expectations
Other
Provide input to service level agreements
Ensure compliance with service line best practices and guidelines
Support verifications conducted by regional service line leaders

SKILLS

Minimum:
undergraduate degree in business, engineering, architecture, land use planning or related field with eight years' progressive experience in real estate development and/or contract management for complex infrastructure projects, and more than five years' experience in a management/leadership role
Preferred
: professional designation or accreditation in a related field

To begin a career with Defence Construction Canada (DCC), you must be a Canadian Citizen or a permanent resident of Canada. As a condition of employment with DCC, a minimum reliability security status clearance is required and some roles may require secret security status clearance.
DCC is responsible for the Personnel Security Clearance process. Typically to be eligible for a "Reliability" clearance, you must have five years of verifiable background information and to be eligible for a "Secret" clearance, you must have 10 years of verifiable background information. The process usually involves reference inquiries, verification of qualifications, criminal records checks, and credit checks (as required) and may require fingerprints. The appropriate security clearance is a condition of employment and it is the candidate's or employee's responsibility to ensure, they are able to obtain and maintain their required security level clearance to begin or continue their employment with DCC. Failure to obtain or maintain, the appropriate level of security clearance means either the candidate or employee will not receive a job offer, the conditional offer will be rendered null and void or their employment will be terminated with cause.
