The Leader, Clinical Nurse Specialist provides practice leadership to the Clinical Nurse Specialists (CNSs) that serve throughout Fraser Health, acknowledging that CNSs play a key role consistent with the mission, vision and strategic directions of the programs and organization.CNSs represents a significant asset for the organization to accelerate clinical program innovation and excellence of nursing practice and to foster a compassionate quality practice environment, and this role works to optimize and sustain this CNS role across programs. Supports Fraser Health leadership in advanced practice nursing and ensures maximum impact of these resources on patient care and health service delivery based on current evidence. The Leader, Clinical Nurse Specialist promotes the recruitment, retention and career development of exceptional nursing leaders through academic and clinical mentorship in alignment with the BC CNS Policy Recommendations (Lambert and Lauck, 2025). Performs Clinical Nurse Specialist duties.
Responsibilities:
In collaboration with key partners, develops and establishes a CNS community of practice and networks that enhance the sharing of knowledge, the dissemination of CNS led local, national and international achievements, empowers CNSs to work as change agents within their area of specialty, promotes research and knowledge translation competencies, and ensures discussions pertain to effective practice development and excellence in nursing practice. Develops and sustains a standardized orientation and professional development programs for CNSs to ensure strong preparation and support that enables all CNSs to maximize their impact and their professional satisfaction and growth as practice leaders. Develops and implements processes and mechanisms that assess practice and recommends and establishes standardized indicators to measure outcomes such as clinician-reported outcomes (e.g. changes in clinical findings), patient-reported experience/outcomes (e.g. patient satisfaction, quality of life improvement indicators), cost savings, access to care, and implementation/uptake of innovations. Provides clinical practice feedback and helps integrate these assessments in CNS practice. Liaises with agencies and organizations that impact CNSs, including other health authorities, in order to address common issues and identify emerging trends/issues of practice in relation to CNSs. Identifies and recommends strategies that attract and retain CNSs and that will enable Fraser Health to maximize the potential of the role. Collaborates with CNSs, NPs, allied health leaders, and Learning Strategies and Professional Practice to promote the integration of the CNS role in organization-wide clinical learning and practice priorities. Leverages CNS and Nurse Practitioners (NPs) collective expertise and helps to expands their practices across common domains of practice and supports all advanced practice nurses to achieve the highest level of impact; ensures continuity of communication among key partners. Prepares and provides reports to senior leadership summarizing the measurement and assessment of CNS impact across programs. Provides leadership to identified CNS reports including administrative support, professional development and work direction. Performs CNS duties as assigned from their speciality/program/network.

Qualifications:

Master's degree in Nursing (other graduate degrees may be considered depending on area of specialty) and current practicing registration as a Registered Nurse with the British Columbia College of Nurses and Midwives (BCCNM). A minimum of five (5) years of recent experience as a Clinical Nurse Specialist, supplemented by three (3) years clinical practice and educational experience in a complex health care environment.

Professional/Technical Capabilities:

Strong understanding of the Clinical Nurse Specialist (CNS) role and the domains of advanced nursing practice: (1) advancement of nursing practice (2) expert clinical care (3) research, evaluation and knowledge translation and (4) education, consultation and collaboration. Strong understanding of current/emerging health care and nursing practice issues at the local, regional, provincial and national levels. Knowledge of health care and educational systems. Ability to provide support to a CNS community of practice that contributes to system-level change. Ability to be innovative and creative in establishing strategies that will enhance the CNS role. Ability to develop regional and individualized curriculum and professional development plans. Ability to gather and synthesize qualitative and quantitative information. Ability to facilitate discussions that support integrated advanced practice nursing. Project management skills. Proficiency in the use of personal computers and related technology. Knowledge of and ability to utilize research competencies. * Strong commitment to professional excellence through academic pursuits and professional associations.
