I. Scope & Summary of Primary Responsibilities

The Lead, Program Development is responsible for designing, implementing, and leading program activities that support Talent Pool who are blind, Deafblind or have low vision and their employment journey in the Come to Work Program. This role conducts initial intake, assessment and registration, and establishes trauma-informed individual plans, and connects clients with resources to remove pre-employment barriers. The Lead develops and delivers job readiness workshops, while also driving program strategy, coordination, and evaluation to ensure program activities align with employment outcome goals. Through research, collaboration, and continuous improvement, this role ensures that the Come to Work program activities are effective, impactful, and outcome focused.

II. Essential Functions

Conduct research and needs analysis to identify opportunities and inform program development. Strategize, design, and implement programs that align with the Come to Work program goals and objectives towards employment outcome. Develop frameworks and program documentation, including training materials and guides. Complete intake, assessment, and registration for new Talent Pool, assigning the appropriate stage of readiness. Establish the initial individual plans with Talent Pool based on trauma-informed approach, and connect them with internal and external support and resources to remove pre-employment barriers. Design and deliver job readiness workshops independently and in collaboration with the team internally or vocational partners externally. Coordinate program activities and oversee all phases of program delivery from planning to completion. Stay on top of budgets, timelines, and resources to ensure programs are delivered efficiently and effectively. Track program progress against established metrics, enter data into portal, CRM and database and provide status reports to stakeholders. Evaluate program effectiveness, making recommendations for adjustments and future improvements. Maintain accurate records of assessments, client plans, and outcomes in alignment with organizational standards and funding requirements. Supervise Program Coordinator(s) and Intern(s) as required. Participate in special projects and events as required.

Knowledge and Skill Requirements

Experience with career assessments, employment readiness strategies, and trauma-informed practice. Proven ability to design, implement, and evaluate programs aligned to organizational goals. Strong facilitation skills with experience delivering workshops and presentations. Excellent interpersonal, organizational, communication, and collaboration skills. Proficiency in Microsoft Office Suite and virtual platforms. Working knowledge of Salesforce is an asset. Understanding of disability inclusion, workplace accommodation and accessibility, and employment supports for individuals who are blind, Deafblind, or partially sighted is a strong asset.

Experience and Education

Post-secondary degree or diploma in program development, career development, social work, human services, education, or related field. 2 to 3 years of experience in program development and delivery, ideally within employment, vocational services, or a not-for-profit environment. Experience in the non-profit sector is an asset. Personal or professional experience relating to blindness and sight loss as an asset.
