This role integrates strategic HR program management with people and culture leadership, designed to support Lumen's growing Canadian workforce and global HR initiatives. The individual will lead HR programs, drive talent strategies, and serve as a trusted advisor to Canadian leaders, while also serving as an International Program Manager. The position should have bilingual (English/French) capabilities required to ensure compliance with Canadian employment standards and enhance employee experience through localized support and global alignment. The role will support the VP of Talent & Leadership Development with coordinating across all international regions. This includes managing cross-border HR initiatives, aligning global strategies, and lending more visibility to the international scope while ensuring alignment and efficiency across borders.



Ce role combine la gestion strategique des programmes RH et le leadership en matiere de ressources humaines et de culture, dans le but de soutenir la croissance de l'effectif canadien de Lumen et ses initiatives RH a l'echelle mondiale. La personne retenue dirigera les programmes RH, mettra en oeuvre les strategies en matiere de talents et agira a titre de conseiller de confiance aupres des dirigeants canadiens, tout en occupant le poste de gestionnaire des programmes internationaux. Le titulaire du poste doit etre bilingue (anglais/francais) afin d'assurer la conformite aux normes d'emploi canadiennes et d'ameliorer l'experience des employes grace a un soutien localise et a une harmonisation mondiale. Le role consistera a assister le vice-president du developpement des talents et du leadership dans la coordination entre toutes les regions internationales. Cela comprend la gestion des initiatives RH transfrontalieres, l'harmonisation des strategies mondiales et la mise en avant de la dimension internationale, tout en garantissant la coherence et l'efficacite au-dela des frontieres.

The Main Responsibilities

Program Management:



Partner with cross-functional teams to ensure successful execution of global HR strategies and initiatives. Support the VP in global efforts and coordination in all international regions. Leverage HR metrics and dashboards developed by the Analytics team to track key performance indicators, create alignment to HR goals and programs, and develop cadence and vehicle to provide readouts to HR leadership. Develop and design high-quality materials and resources. Maintain and keep strategy presentations up to date. Leverage best practices and technology for continuous improvement in administration/process.

HR Business Partner Duties:



Act as the primary HR partner and program manager for Canada and other international regions. Provide guidance on employee relations, performance management, terminations, and reorganizations. Coach leaders to enhance team dynamics, communication, and leadership effectiveness. Understand the business strategy and identify opportunities to increase alignment with the strategy by helping executive leaders identify, prioritize and build organizational capabilities, behaviors, structures and processes. Align talent strategies to Lumen/Organization/Business Unit priorities, support effective change management, partner with leaders to drive awareness and adoption of HR programs/processes.

HR Operations:



Ensure compliance with Canadian labor laws and provincial regulations, including CNESST. Manage international benefits coordination, including the implementation of Benefex. Create and maintain a "Canada HR Playbook" to standardize local HR processes. Serve as a bilingual liaison for Quebec-based employees and government agencies. Oversee workplace safety tracking and incident reporting in partnership with Risk Management. Collaborate with HR teams in other regions to share best practices and ensure consistency. Represent non-U.S. regions in global HR forums and contribute to enterprise-wide HR improvements.

Exploiter les indicateurs RH et les tableaux de bord developpes par l'equipe Analytique pour suivre les indicateurs de performance cles, assurer l'alignement avec les objectifs et programmes RH, et mettre en place une frequence ainsi qu'un mode de communication pour presenter les resultats a la direction RH. Developper et concevoir des supports et des ressources de haute qualite. Maintenir et actualiser les presentations strategiques. Tirer parti des meilleures pratiques et des technologies pour ameliorer en permanence l'administration et les processus.

Responsabilites du partenaire commercial RH:



Agir a titre de partenaire principal en RH et de gestionnaire de programme pour le Canada et d'autres regions internationales. Fournir des conseils sur les relations avec les employes, la gestion des performances, les licenciements et les reorganisations. Former les responsables afin d'ameliorer la dynamique d'equipe, la communication et l'efficacite en matiere de leadership. Comprendre la strategie commerciale et identifier les opportunites permettant de renforcer l'alignement sur cette strategie en aidant les dirigeants a identifier, hierarchiser et developper les capacites, les comportements, les structures et les processus organisationnels. Aligner les strategies en matiere de talents sur les priorites de Lumen/de l'organisation/de l'unite commerciale, soutenir une gestion efficace du changement, collaborer avec les dirigeants pour sensibiliser aux programmes/processus RH et favoriser leur adoption.

Operations RH:



Veiller au respect des lois canadiennes sur le travail et des reglements provinciaux, y compris ceux de la CNESST. Gerer la coordination des avantages sociaux a l'echelle internationale, y compris la mise en oeuvre de Benefex. Creer et tenir a jour un guide RH pour le Canada afin de normaliser les processus RH locaux. Assurer la liaison bilingue entre les employes bases au Quebec et les organismes gouvernementaux. Superviser le suivi de la securite au travail et le signalement des incidents en collaboration avec le service de gestion des risques. Collaborer avec les equipes RH d'autres regions afin de partager les meilleures pratiques et d'assurer la coherence. Representer les regions hors Etats-Unis dans les forums RH mondiaux et contribuer a l'amelioration des ressources humaines a l'echelle de l'entreprise.

What We Look For in a Candidate / Ce que nous recherchons chez un candidat

5+ years of HR experience, including program management and strategic HR leadership. Strong understanding of Canadian employment law and HR compliance. Ability to identify new ways for HR to support the business strategy and develop clear, actionable steps in support of the overall business strategy. Proven ability to manage complex projects and cross-functional initiatives across borders. Strong partnership skills and the ability to influence aligned business unit or functional leader. Excellent communication, coaching, and interpersonal skills. Bilingual (English/French) strongly preferred. Proficiency in Microsoft Office and HR systems. Bachelor's degree or equivalent experience


Plus de 5 ans d'experience en ressources humaines, notamment dans la gestion de programmes et la direction strategique des ressources humaines. Solide connaissance du droit du travail canadien et de la conformite en matiere de ressources humaines. Capacite a identifier de nouveaux moyens pour les RH de soutenir la strategie commerciale et a elaborer des mesures claires et concretes a l'appui de la strategie commerciale globale. Capacite eprouvee a gerer des projets complexes et des initiatives interfonctionnelles au-dela des frontieres. Solides competences en matiere de partenariat et capacite a influencer les responsables d'unites commerciales ou fonctionnelles alignees. Excellentes aptitudes en communication, en encadrement et en relations interpersonnelles. Bilinguisme (anglais/francais), un important avantage.

Location Based Pay Range: $80,325 - $133,875
