In this role, the Lead, Commercial Contracts will support in driving World Vision Canada's (WVC) innovative and ambitious public sector revenue strategy that aims to strengthen current core sources of revenue, scale potential with new donors and catalyze new revenue from underdeveloped market segments, including Regional Development Banks.

Within this objective, the purpose of the Lead, Commercial Contracts is to provide overall leadership to strengthen WVC's ability to win and manage large and complex commercial contracts from a variety of clients by providing input into WVC's strategic approach to contracts and annual acquisition strategy; appropriate training, guidance, and expertise; and commercial oversight to the Organization. The Lead will be able to provide advice and support throughout the contracts lifecycle from pre-positioning to contract close out and be able to share the knowledge with teams across both WVC and the wider World Vision Partnership.

This position works in close collaboration with the Director, Development Programs to deliver on the objectives set out in World Vision Canada's Public Sector Revenue Strategy.

Duties and Responsibilities:

Provide strategic leadership in commercial contracts:

  • Offer strategic advice to WVC on the approach to contracts in the delivery of its Public Sector Revenue Strategy.
  • Support the World Vision in strengthening appropriate policies, procedures, and systems to enable WVC and the wider Partnership engage effectively in commercial contracts.
  • Lead in identifying and creating major revenue acquisition opportunities and support the World Vision partnership by leading the Regional Development Bank global initiative that aims to build the organizations profile and acquisition potential.
  • Conduct ongoing evaluation of the risks involved in both the acquisition and ongoing contract management of commercial contracts.
Lead for all commercial contract specialist advice for opportunities pursued and managed by WVC:
  • Lead the development of tender submissions providing commercial advice and guidance.
  • Lead input into tender content including the commercial assessment, narrative, and risk within tenders, including effective pricing structures in collaboration with Program Finance and Compliance counterparts.
  • Advise and support Business Development Managers and Program Finance and Compliance counterparts in ensuring appropriate financial and reputational risk management is in place and that cost models & recovery methods are consistent with organizational needs and deliver value for money.
  • Undertake and/ or support Business Development Managers with contract review, sub-contracting and all negotiation processes with clients and partners/ sub-contractors.
  • Provide ongoing advice to Field Offices and WVC staff implementing contracts on behalf of the Organization.
  • Actively monitor and solicit intel on the commercial contract landscape and provide analysis updates, including where possible overviews of donor spending and opportunities.
Provide strategic, timely and expert tactical external engagement:
  • Drive a relationship mapping and prioritization strategy with key partners and clients to drive head quarter and field level engagement.
  • Build and nurture a potential partner and client pool for opportunities with primary donor group, including World Bank and Reginal Development Banks.
  • Lead identification of opportunities for high level events and networking opportunities that enhance positioning and acquisition.
  • Set standards for and provide advice on messaging and framing of specific thematic issues to ensure "one-voice" across all our engagements with partners and clients.
Build capacity of WV staff and drive a learning culture:
  • Detailed assessment of WVC's capability and capacity to successfully pursue commercial contracts, recommending actions to Senior Management on training, guidance, and support to increase capacity.
  • Through the development of bespoke training packages, strengthen WVC ability to design and deliver successful, cost-effective tenders and contracts.
  • Ensure that key learning from tender processes is captured, shared and incorporated into ways of working, including sharing with WV counterparts, clients and partners as appropriate.
Qualifications:
  • Master's degree in business administration, international development or related field.
  • 10 or more years of commercial contracts experience in Canadian and/or internationally with notable experience in acquiring and managing tender from multilateral and regional development bank sources.
  • Minimum 10 years of experience in international development and humanitarian contexts.
  • Experience working with, managing and developing relationships with consortium partners.
  • Familiarity with the requirement of positioning for and applying to funding frameworks (i.e. World Bank and Regional Development Banks) and opportunities to tender.
  • Proven as commercially minded, financially astute and risk aware.
  • Proven and strong risk management kills with a determined attitude for a thorough approach to risk mitigation and management.
  • Experience in client relations and of meeting clients technical and financial requirements.
  • Excellent ability to work cross-organizationally with multiple stakeholders in preparation, review and submission of successful tenders.
