In this role, the Lead - Business Development, Multilaterals will support in driving World Vision Canada's (WVC) innovative and ambitious public sector revenue strategy that aims to strengthen current core sources of revenue, scale potential with new donors and catalyze new revenue from priority market segments. This role will be particularly responsible for UN agencies, and other multi-donor entities including the European Union, Global Fund and GAVI Vaccine Alliance.

Within this objective, the purpose of the Lead is to provide overall leadership to strengthen WVC's ability to win and manage large and complex grants and contracts from a variety of multilateral donors by leading WVC's strategic approach to, and annual acquisition strategy for multilaterals; providing appropriate training, guidance and expertise to program and business development managers; and giving oversight to the multilateral portfolio of revenue. The Lead will be able to provide advice and support throughout the project lifecycle from pre-positioning to contract close out and be able to share the knowledge with teams across both WVC and the wider World Vision Partnership.

This position works in close collaboration with the Director, Development Programs to deliver on the objectives set out in World Vision Canada's Public Sector Revenue Strategy.

Duties and Responsibilities:

Provide strategic business development leadership with multilateral donors:

  • Lead in identifying and creating major revenue acquisition opportunities and support World Vision partnership entities that aim to build the organizations profile and acquisition potential.
  • Lead strategy for securing funding from multilateral agencies in the delivery of its Public Sector Revenue Strategy.
  • Support World Vision in strengthening appropriate policies, procedures, and systems to enable WVC and the wider Partnership to engage effectively with multilateral agencies.
  • Conduct ongoing evaluation of the risks involved in both the acquisition and ongoing contract management of multilateral projects.
Provide multilateral specialist advice for opportunities pursued and managed by WVC:
  • Provide specialists advice and guidance to Business Development Managers leading proposal design, which includes ensuring appropriate financial and reputational risk management structures are in place and that cost models & recovery methods are consistent with organizational needs and deliver value for money.
  • Undertake and/ or support Business Development Managers with contract review, sub-contracting and all negotiation processes with donors and partners/ sub-contractors.
  • Provide ongoing advice to Field Offices and WVC staff implementing multilateral-funded projects on behalf of the Organization.
  • Actively monitor and solicit intel on the multilateral landscape and provide analysis updates, including where possible overviews of donor spending and opportunities.
Provide strategic, timely and expert tactical external engagement with multilaterals:
  • Drive a relationship mapping and prioritization strategy with key partners and multilateral donors to drive head quarter and field level engagement.
  • Work with relevant stakeholders across the WV Partnership to build and nurture a potential partner and donor pool for opportunities multilaterals with, including UN agencies, and other multi-donor entities including the European Union, Global Fund and GAVI Vaccine Alliance.
  • Lead identification of opportunities for high level events and networking opportunities that enhance positioning and acquisition.
  • Set standards for and provide advice on messaging and framing of specific thematic issues to ensure "one-voice" across all our engagements with partners and clients.
Build capacity of WV staff and drive a learning culture:
  • Detailed assessment of WVC's capability and capacity to successfully pursue multilateral funding, recommending actions to Senior Management on training, guidance, and support to increase capacity.
  • Through the development of bespoke training packages, strengthen WVC ability to design and deliver successful, cost-effective proposals.
  • Ensure that key learning from proposal processes is captured, shared and incorporated into ways of working, including sharing with WV counterparts, clients and partners as appropriate.
Critical Skills:
  • Proactive, inquisitive, and tenacious in identifying and pursuing new funding opportunities.
  • Confident communicator who can share specialist knowledge and skills to strengthen WVs institutional capability to apply for large and complex funding opportunities.
  • Skilled provider of training and targeted capacity building to individuals and groups with varying degrees of subject matter understanding.
  • Able to communicate complex donor requirements clearly and concisely to multiple stakeholders.
  • Discerning in communications with external parties.
  • Demonstrable project management and reporting skills, to ensure that time sensitive projects are strategically executed and completed by articulated deadlines.
  • Strong inter-personal skills and ability to work well within multi-disciplinary teams with members from WVC and abroad, both face-to-face and virtually.
  • Ability to build good working relationships, inspiring openness and trust.
  • Knowledge of international development, Canadian non-profit and fundraising sector a plus.
  • Knowledge of Agile terms and methods a plus.
  • Ability to thrive in a cross-cultural environment.
  • Commitment to World Vision's Vision, Mission and Values and ability to express those.
  • Excellent Microsoft Office skills, including teams.
Qualifications required:
  • Master's degree in international development or related field an preferred.
  • 10 or more years of experience in Canadian and/or international partnership development acquisition, with demonstrated experience in acquiring and managing funding from multilateral sources.
  • Minimum 10 years of experience in international development and humanitarian contexts.
  • Experience working with, managing and developing relationships with consortium partners.
  • Strong business development mindset.
  • Proven and strong risk management kills with a determined attitude for a thorough approach to risk mitigation and management.
  • Experience in donor relations and of meeting donor technical and financial requirements.
  • Excellent ability to work cross-organizationally with multiple stakeholders in preparation, review and submission of successful proposals.
