Monday - Thursday 8:30 am to 4:00 pm Friday - 8:30 am to 2:30 pm (hours may be subject to change). May be required to work outside of regular office hours on rare or occasional instances.

Position Overview


---------------------


The Labour Relations Officer (LRO) serves as the primary liaison between IHACSS and its unionized employees, ensuring all union-related activities align with the Collective Bargaining Agreement (CBA), legislation, policy, and organizational goals. Reporting to the Human Resources Manager, the LRO provides expertise in labor relations, employment law, occupational health & safety (OH&S), human rights, grievance management, and disciplinary processes.


The LRO represents IHACSS professionally in all dealings with union representatives and staff, guiding HR colleagues and leadership in managing labour relations matters with consistency, fairness, and compliance.

Key Responsibilities

Union & Labour Relations

Act as the primary point of contact between IHACSS and union representatives. Lead and coordinate union-related communication, meetings, and case management. Interpret and apply CBA provisions to operational situations and HR matters. Ensure union matters are managed under applicable legislation, policy, and timelines. Represent IHACSS during grievance processes and assist in arbitration preparation and hearings. Support collective bargaining processes as required.

Investigations & Disciplinary Support

Lead or co-lead investigations into complaints, misconduct, or policy violations involving unionized employees. Collaborate with HR Generalists to gather documentation and evidence after escalation. Draft or review disciplinary documents such as warning letters and performance improvement plans. Provide risk assessments related to grievance or arbitration potential. Facilitate meetings between management, staff, and union representatives. Ensure accurate documentation and timely resolution of cases. Maintain secure and organized labor relations files.

Policy Standards & Legislation

Monitor changes in labour legislation, human rights case law, and OH&S regulations. Recommend updates to policies, SOPs, and documentation to ensure compliance. Review and enhance HR templates, such as investigation reports and termination letters. Ensure all labour relations processes align with employment law, the CBA, and internal policies. Maintain audit-ready case documentation.

Collaboration with HR Team

Work closely with HR Generalists to support early-stage employee concerns. Provide feedback on documentation, risk, and procedural compliance. Guide HR staff and leadership on best practices for managing unionized employees. Coordinate with the HR Manager on high-risk cases and legal consultations.

Employee Safety, Welfare, Wellness & Health

Identify workplace risks related to labour disputes, unresolved conflict, or stress. Collaborate with Health & Safety to reduce WCB claim risks and support mental health. Provide recommendations for team interventions or supportive measures.

Training, Quality Improvement & Accreditation

Design and deliver training on CBA interpretation, discipline, and respectful workplace practices. Ensure consistent application of training and policy across departments. Review and advise on labour relations practices for IHACSS accreditations. Support preparation of labour relations documentation during external audits. Propose improvements based on grievance trends.

After-Hours & Field Support

Provide after-hours support for urgent union matters. Participate in spot checks, site visits, or other HR compliance activities when required.

Continuous Quality Improvement

Monitor labour relations data to identify systemic issues. Recommend and implement updates to HR practices and templates. Contribute to a culture of continuous improvement within HR.

Policy, Legislation & Organizational Integrity

Maintain current knowledge of: + Collective Bargaining Agreement (CBA)
+ IHACSS policies and processes
+ Employment Standards Code
+ Alberta OH&S legislation
+ Human Rights legislation
+ Labour law and union negotiation procedures
Ensure all actions align with applicable laws and organizational values.

Organizational Culture & Employee Relations

Promote IHACSS's mission and values through actions and decisions. Build respectful and professional relationships with stakeholders and union representatives. Act as a credible and constructive advocate for both the organization and its employees.

Qualifications


------------------

Bachelor's degree in Labour Relations, Human Resources, Industrial Relations, or related field (master's degree an asset).

A minimum of 2 years of direct experience specifically in Labour Relations within a unionized environment is required.

Strong knowledge of employment standards, labour law, OH&S, human rights, and collective bargaining.

Excellent negotiation, conflict resolution, and communication skills.

Compensation and Benefits

Salary: $65,00 - $70,000


Vacation: 2 Weeks + 24 hours of PTO
