SUMMARY OF DUTIES





Reports to the supervisor. As a member of the Environmental Monitoring and Enforcement team, the Regulatory Field Technician will conduct sampling and monitoring of environmental samples including, but not limited to, sanitary, storm and combined sewer works and associated facilities; industrial effluent and drinking water to ensure compliance with various municipal bylaws and other environmental regulations.




GENERAL DUTIES





Samples and monitors across various services such as industrial effluent, sewage, drinking water, stormwater and surface waters from City of Hamilton Infrastructure as well as private premises such as industrial facilities to ensure compliance with applicable regulations and following required sampling and quality assurance protocols. Attends and collects samples from Combined Sewer Overflow (CSO) tanks during storm events as per regulatory requirements. Performs testing and sample preservation/preparation in the field as well as preservation and filtration, ensuring that samples meet regulatory requirements appropriate for the sampling being conducted





Ensures adherence to the Ontario Safe Drinking Water Act regarding sampling, re-sampling and reporting drinking water exceedances. Logging in drinking water samples in the computerized Laboratory Information Management Systems (LIMS) database and following the requirements of MOECC licensed ISO 17025 accredited laboratories.





Ensures adherence to the Sewer Use By Law 14-090 in regard to sampling, re-sampling and reporting wastewater exceedances. Installs and removes portable sampling and monitoring equipment. Advises appropriate staff of any on-site non-compliance issues. Monitors levels of industrial or commercial devices such as grease traps and makes recommendations on evacuation frequencies in alignment with industry best practices.





Ensure that chain of custody forms are properly filled in following the regulatory and quality requirements of the laboratory.





Performs evidentiary sampling that may be used in legal proceedings and testifies in court as required. May Issue City of Hamilton Sewer Use Bylaw Part 1 tickets.





Inspects sanitary and storm sewer system and outfalls and reports potential problems.





Operates, calibrates, and maintains equipment/instruments such as sewer samplers, gas detectors, HACH chlorine and turbidity kits, pH/temp probes, cell phones, GPS devices, and other various tools. Maintains records of calibration and instrument performance.





Communicates effectively with representatives of other levels of government, management, peers, other staff, industry representatives and the general public.





May perform initial Property Assessments through surveying of local businesses to obtain preliminary company information and collects samples accordingly. Prepare sampling location profiles detailing physical, chemical and safety information for sampling locations.





Accountable for prioritizing and managing own work as assigned. Maintains detailed field notes and records.





Drives vehicle, loads and unloads equipment. Picks up and delivers supplies and samples for analysis.





Reviews and maintains an inventory of equipment and supplies.





Inputs and retrieves information using multiple databases. Prepares technical reports, meeting minutes and other correspondence. Develops and reviews procedures related to major responsibilities.





Works in accordance with the provisions of applicable Health and Safety legislation and all City of Hamilton corporate and departmental policies and procedures related to Occupational Health and Safety. Creates, implements, and monitors traffic control plans and follows various other Health and Safety practices as per current, applicable legislation.





Reads, understands and follows third party safety procedures and policies when working on private property.





Trains new staff and students on protocols and procedures.





May be required to work after hours or on-call based on program needs





Performs other duties as assigned which are directly related to the major responsibilities of the job.

QUALIFICATIONS





Demonstrated knowledge and experience of chemical and environmental engineering theories and principles, normally acquired by attaining a diploma in a two-year Community College course in an accredited Engineering Technician program in Chemical or Environmental studies or an equivalent combination of education and relevant work experience in water/wastewater sampling and monitoring.

Must hold a certificate under Ontario Regulation 128/04 Class I or Water Quality Analyst (Certification of Drinking Water System Operators and Water Quality Analysts) or be able to obtain within 6 months of hire date. Maintaining this Certification is a condition of employment.

Experience in environmental field sampling and monitoring.

Demonstrated ability to communicate effectively, both verbally and in written form.

Demonstrated ability to work independently.

Demonstrated ability to perform as a member of a team.

Possesses a high level of attention to detail, personal integrity and communication ability, as well as a keen commitment to customer focus, public relations, innovation/creativity, team participation, and results.

Demonstrated knowledge of Microsoft Excel, including use of statistical tools and graphs, and Microsoft Word.

Must possess a valid Class "G" Driver's Licence and the provision of a car by the individual for use on the job.





THIS POSITION REQUIRES A VALID CLASS "G" DRIVER'S LICENCE AND PROOF THEREOF IS REQUIRED AFTER HIRE.



THIS POSITION REQUIRES THE ABILITY TO LIFT LOADS OF UP TO 50 POUNDS ON A DAILY BASIS.



THIS POSITION REQUIRES THE ABILITY TO ATTEND VARIOUS INDUSTRIAL SITES, FOR A SHORT-TERM DURATION, WHERE EXPOSURE TO UNKNOWN ODOURS/COMPOUNDS IS POSSIBLE; HOWEVER, APPROPRIATE PROTECTIVE EQUIPMENT IS PROVIDED.
