The Children\xe2\x80\x99s & Community Services Division is responsible to lead, plan and manage city wide early years and child care systems and provide comprehensive evidence-based support services to children, families and the community. The division provides leadership, expertise and support for broad based departmental program development, program evaluation and social policy initiatives.
SUMMARY OF DUTIES Reporting to the Supervisor, Early Years Team, the Early Years Project Manager - Children\xe2\x80\x99s & Community Services provides day to day support to the supervisor responsible for the delivery of Working collaboratively as part of a team, ensures that the priorities, programs, services, and projects are effectively administered and delivered within the standards, allocations and mandates of all pertinent legislation, policies, and procedures. The Project Manager ensures customer needs and legislative requirements are met by supporting the Supervisor with daily activities and operations of service delivery. The Project Manager will be responsible for supporting and coordinating operational and system change with the Supervisor and team.
GENERAL DUTIES
  • Coordinates and supports a number of priorities, programs, services and projects that relate to early years service delivery, such as EarlyON Child and Familiy Centres, Special Needs Resourcing, Infant and Early Years Mental Health, Workforce Strategies, etc., under the direction of the Supervisor using an evidence based approach, research results and outcomes as well as consultation with other professionals and community partners.
  • Supports, coordinates, and promotes the transformation of service delivery to integrated human services through support to the Supervisor and participating on various priorities, programs, projects, committees, and work clusters.
  • Supports Supervisor with ensuring programs, services and projects adhere to the standards, allocations and mandates of all pertinent Federal, Provincial and Municipal legislation, policies, and procedures.
  • Actively contributes and supports Supervisor with cost effective administration and timely delivery of services, programs, project, and priorities internally and externally.
  • Proactively works with Supervisor to contribute to analysis of changes occurring in the internal/external environment to determine what program, operational or policy action must be taken to ensure continued compliance with standards.
  • Participates, coordinates and supports local committees and planning groups to increase the capacity of programs, services, projects, community partners and allies in the early years system.
  • Supports and coordinates with Supervisor consultation, informed planning, partnerships and collaboration with various community partners including but not limited to EarlyON Child and Family Centres, Licensed Child Care, Public Health, School Boards, Primary Care providers, Libraries, Police Services, Professional Resource Centres, Special Needs Service Providers, Developmental Services, and Early Years Service Agencies.
  • Ensures the provision of quality service delivery of programs, services, and priorities by assisting the Supervisor in the development of annual work plans relevant to priorities, programs, services, and projects assigned that align with the team, divisional, departmental and City\xe2\x80\x99s plans.
  • Provides input to the Supervisor on strategic and operational planning regarding the various priorities, programs, services, and projects that relate to early years service delivery, such as EarlyON Child and Families Centres, Special Needs Resourcing, Infant and Early Years Mental Health, HR Workforce Strategies, etc.
  • Responsible for project plan development as assigned by Supervisor. Project Manager will identify project scope, schedule, deliverables/milestones, project resources and skills requirements that will support Supervisor with recruiting project team staff and coordinating assigned work as well as assist the Supervisor\xe2\x80\x99s recommendations for project budget and financial resources.
  • Ability to collaborate effectively with diverse teams, committees, workgroups internally/externally to achieve common goals, demonstrating strong communication skills, adaptability, a commitment to fostering a positive team environment, which supports customer service, innovation and quality of service.
  • Supports, contributes, or creates both oral and written communications, ensuring clear, consistent, and effective information sharing across multiple sources and diverse audiences using different methods, such as reports, presentation, emails, memos, council reports, ministry reports, etc.
  • Assists Supervisor with reporting regularly on the status of priorities, programs, services, and projects deliverables/milestone achievement, change and risk management. Contributes to preparing recommendations and outline preferred course of action with Supervisor.
  • Coordinates and supports evaluation of priorities, programs, services, and projects using continuous improvement approach to contribute to and inform Supervisor\xe2\x80\x99s recommendations to Manager. As well as provide professional consultation to the Supervisor as required.
  • Maintains detailed knowledge of the Ministry of Education Child Care and EarlyON Child and Family Centres Service Management and Funding guidelines, Ministry of Education Canada-wide Early Learning and Child Care Guidelines, Child Care and Early Years Act, Ontario Works legislation, Homemakers and Nursing Services Act and current changes.
  • Perform other duties as assigned by the Supervisor which are directly related to the responsibilities of this position.

QUALIFICATIONS
  • Demonstrated competence in project coordination and/or management, excelling in task scheduling, work planning, project communication, risk assessment, and quality assurance to ensure successful project outcomes normally acquired through a degree in business, or public administration, or related experience or related discipline relevant to the job functions.
  • Previous demonstrated work experience as a project coordinator and/or manager in a unionized public or private sector organization. Demonstrated ability to influence and build collaborative relationships across a broad spectrum of internal and external partners and allies.
  • Demonstrated skills in analysis, monitoring and evaluation and an understanding of quality assurance practices. Promotes the utilization of evidence based service delivery models.
  • Working knowledge of community development in education, social services, developmental services, and health sectors.
  • Working knowledge of federal, provincial, and local initiatives relating to early child development.
  • Excellent written and verbal communication skills, facilitation skills and presentation skills, a team collaborator and contributor to work effectively with colleagues.
  • Must possess thorough knowledge of Windows Office 365 including Outlook, Word, Excel, PowerPoint, MS Teams, One Drive.
  • Strong organizational skills and the ability to manage multi priorities with very tight deadlines and competing priorities.
  • Demonstrated ability to navigate change responsively to contribute to an environment that fosters innovative approaches to solution-focused resolutions.
  • Thorough knowledge and understanding of the statutes, regulations, codes, and by-laws affecting the Child Care and Early Years Act, Homemaking and Nursing Services Act and Ontario Works Act and related legislation. Demonstrated knowledge of the Health and Safety Act and applicable regulations as it relates to the position.
  • French language would be an asset.
