How will you contribute?

In this role, you will be responsible for providing subject matter expertise and operational leadership in establishing a Technical Security Counter Measures (TSCM) strategy, program, policies, directives and standard operating procedures. You will also provide technical leadership in implementing the installation of specialized equipment that enables the detection and protection from threats to technical security. As the authority on TSCM, the incumbent is responsible for raising awareness and training on TSCM matters, for advising senior management on necessary prevention and threat mitigation, for conducting specialized inspections to identify vulnerabilities and risks, for the implementation of corrective measures, as well as for the certification of technical systems in meeting the required TSCM standards. The incumbent will represent the Senate\'s security team at meetings of Parliamentary Precinct security partners (e.g. Parliamentary Protective Service; House of Commons Corporate Security Office) to deliver the Senate\'s position, plans and approaches to successfully collaborate on joint initiatives.

Prerequisites

  • Successful completion of a post-secondary degree in IT, electronics, systems engineering or another related field, OR an acceptable combination of education, TSCM training and experience related to the specialized activities;
  • REI Certifications in the following specializations would be an asset:
- Level 1 - Countermeasures Core Concepts.
- Level 2 - RF OSCOR; TALAN Telephone Countermeasures; ANDRE.
- Level 3 - RF Certification, TALAN Certification, VoIP, Advanced Equipment Use.
  • A minimum of five (5) years\' experience in a TSCM position;
  • Significant experience in the development and implementation of a TSCM program and policies, as well as security counter measures standards in a high profile secure environment;
  • Experience in the development of a security teams\' strategy and approach to TSCM certification/accreditation of facilities, networks and systems to approved standards;
  • Experience in making recommendations and providing expert advice on counter measures to improve technical security;
  • Experience in the use of specialized intrusion detection equipment and software tools, including spectrum analyzers, digital test equipment, telephony test equipment, etc., to make test on analog, digital and VoIP systems;
  • Experience in reviewing and conducting technical security risk assessments of physical building plans, technical installations, secure facilities, to identify vulnerabilities to intrusion and compromising practices;
  • Experience in acting as a SME advisor and collaborator on technical committees, work groups and joint security partner groups;
  • Possess excellent verbal and written communication, organizational and time management skills;
  • Demonstrated strong attention to detail and ability to compile, analyse, prepare, organize and maintain information in an efficient manner;
  • Demonstrated ability to work simultaneously with different groups in a multi-disciplinary environment with conflicting priorities;
