The Opportunity:




The City of Red Deer is currently recruiting for an

IT Data Analyst

to fill a permanent full-time position. The IT Data Analyst's role is to work on evaluating, reviewing, and managing database resources and services across the organization while ensuring high levels of data quality. This individual is also responsible for developing, implementing, and overseeing database policies and procedures to ensure the integrity and availability of databases and their accompanying software. Where required, the Database Analyst will design, install, monitor, maintain, and performance-tune production databases.


This analyst will work with department subject matter experts and Application Systems Analysts to gather business requirements to strategically design and implement BI software and solutions, including integration with databases and data warehouses by working closely with the Data Architect for the development of BI data models. This may involve the development of reports, graphs and dashboards and to be responsible for ensuring high levels of BI availability through support functions and in-depth testing.


The IT Data Analyst will liaise with others in data analyst roles across the organization, providing guidance and support in organizational standard methodologies, tools, and processes related to data analysis. This position plays a key role in supporting the core IT functional processes of Database Management, Business Intelligence and Reporting, and Data Quality.


As our preferred candidate, you will have:




College diploma or university degree in the field of computer science or related field Must have 3 years' experience in a comparable position: Querying in Transact-SQL Working in server-client computing and relational database environments. Techniques for data management and data processing flowcharting. Designing, building, installing, configuring and supporting database servers Troubleshooting and tuning databases. Providing database analysis and administration. Managing and developing databases and integration services using the MS SQL platform, including demonstrated ability with SQL Management Studio (SSMS), SQL Integration Services (SSIS) and SQL Reporting Services (SSRS). Performing Business requirements analysis, entity relationship planning, database design, and reporting structures. Working with SQL Server BI platform, including SQL Analysis Services (SSAS) and Power BI and Power BI Report Server.

Preferred additional experience:


Strong ability to analyse user requirements and build front-end BI applications according to specifications. Strong knowledge of database security, backup and recovery, and performance monitoring standards. Strong understanding of database structures, theories, principles, and practices. Good knowledge of applicable data privacy practices and laws. Ability to manage data and metadata migration. Experience with other database platforms (Oracle) and services (AWS, Microsoft Azure). PowerShell scripting skills. Understanding of Web services (SOAP, XML, UDDI, WSDL). Object oriented programming experience (e.g. using, .NET, WebSphere, Java, etc.) Working with Microsoft operating systems, network products and desktop products. Working with business purchased applications. Project management or lead experience. An equivalent combination of education and experience may also be considered. Excellent written and verbal communication skills. Exceptional analytical, conceptual, and problem-solving abilities with keen attention to detail. Strong technical documentation skills. Ability to establish and maintain effective working relationships with departmental staff, other City departments, customers, outside vendors and consultants. Ability to work independently or in a team situation in a collegial atmosphere. Ability to work independently and act on an initiative within given guidelines. Strong computer skills, including familiarity with Microsoft Office 365. Must have the ability to work in a demanding and frequently stressful environment. Must be available to perform call out duties when applicable.

Remuneration:



$37.83 to $57.40 per hour


Hours of Work:



75 hours biweekly; Monday to Friday, some evening and weekend work may be required when needed.


Additional Information:




Use of a personal vehicle may be required for service calls and offsite meetings. This position may require availability for call-out or standby outside of regular hours.


Hybrid remote work may be considered for this role.
