POSITION SUMMARY



The

Human Resources Manager

is responsible for overseeing HR operations and managing the Human Capital. This role ensures compliance with labor laws and safety regulations, manages workforce planning, and supports talent acquisition, employee relations, and performance management. The HR manager collaborates closely with the managerial team, project managers, and field supervisors to align staffing needs with project timelines and operational goals. A strong understanding of the pipeline industry and large-scale workforce management is essential.

KEY RESPONSIBILITIES



Apprenticeship Program Support



Develop and maintain structured apprenticeship roadmaps to guide apprentices toward achieving Journeyperson certification.

Civil Division Project Support



Provide HR and administrative assistance for special projects within the civil division as required.

Community Engagement & Recruitment Events



Represent the organization at job fairs and community events to promote employment opportunities and strengthen public engagement.

Data & Document Management



Maintain accurate employee records and electronic files, ensuring proper documentation and secure data handling practices.

Employee Relations



Act as a liaison between employees and management, addressing concerns, resolving conflicts, and fostering a respectful and positive workplace culture.

Health, Safety & Environment (HSE) Support



Assist with incident investigations and manage Workers' Compensation Board (WCB) cases to uphold safety and regulatory standards.

HR Oversight for Large Workforce



Responsible for meeting the HR needs of a dynamic workforce ranging from 250 to over 600 employees.

Information & Data Security



Safeguard all proprietary and confidential information in accordance with company policies and legal requirements.

International Worker Support



Provide ongoing support for international employees, including assistance with documentation, training and compliance, workplace integration and cultural orientation.

Payroll Supports



Support payroll functions and compensation processes, ensuring the highest level of accuracy, alignment with Labour Standards.

Policy Administration & Compliance



Ensure compliance with labor laws and internal policies by maintaining current documentation and communicating updates effectively.

Remote & International Recruitment



Facilitate recruitment and onboarding of remote and international workers, ensuring compliance, cultural integration, and smooth transitions.

Remote Project Support



Assist with remote project needs including, but not limited to:

Accommodation bookings Logistics planning Crew scheduling Building e-ticket portfolios for clients Ensuring employees are equipped with site-specific training protocols Developing journey management plans

Subcontractor Management Oversight



Oversee the subcontractor management program, ensuring compliance, coordination, and alignment with company standards and project requirements.

Talent Acquisition & Staffing



Lead full-cycle recruitment including job postings, candidate screening, interviews, and onboarding to ensure timely and effective hiring.

Training & Compliance Coordination



Collaborate with the Training & Compliance Coordinator to ensure employees are site-ready and properly dispatched.

Training & Development



Identify training needs and coordinate employee development programs to support skill enhancement, compliance, and career progression.

REQUIRED KNOWLEDGE AND EXPERIENCE

Willing and able to adjust to flexible work schedules and accommodate the needs of new project starts.

Attention to Detail & Accuracy



Maintains high levels of accuracy and effectiveness while working under pressure and meeting tight deadlines.

Collaboration with Field Teams



Works closely with field supervisory staff to ensure alignment between HR processes and operational needs.

Communication Skills



Strong verbal and written communication skills, with the ability to interact professionally across all levels of the organization.

Capable of handling multiple tasks and a high-volume workload while maintaining quality and timeliness.

Education



Minimum, 2-year Human Resources Management Diploma or education in a related field.

Organizational Skills



Self-motivated with excellent organizational and time management abilities.

Reporting & Accountability



Reports directly to the managerial team, providing timely updates and insights on HR-related matters.

Technical Proficiency



Strong computer skills, including proficiency in Microsoft Office Suite (Word, Excel, Outlook, PowerPoint), Adobe, and SharePoint.

Travel Readiness



Possesses a valid driver's license and is available to travel as required for business needs.

Pay: $70,000.00-$90,000.00 per year
