Headquartered in Kanata, Ontario, BWXT Medical Ltd. employs over 300 highly-skilled people in Kanata and Vancouver, British Columbia. BWXT Medical Ltd. is part of the BWXT nuclear power segment (NPG) of BWX Technologies, Inc.

We are looking for a Human Resources Manager for our facility in Kanata, Ontario.

JOB PURPOSE

The Human Resources Manager is responsible for developing and executing the human resource strategy in support of the BWXT Medical Ltd. business and ensuring this strategy aligns with Commercial Operations and Corporate objectives. As a member of the BWXT Medical leadership team, provides direction in areas of employee and labour relations, succession planning as well as talent acquisition and change management activities. Manages the Human Resources team at BWXT Medical.

This position reports directly to the Director, Human Resources with indirect reporting to BWXT Medical CEO. The HR Manager demonstrates a high level of influence and leadership in order to:

  • ensure compliance with legislation and collective agreements;
  • mitigate employee and labour relations issues;
  • guide change management;
  • lead HR function within BWXT Medical while ensuring alignment with broader Canadian HR and Corporate HR team.
ACCOUNTABILITIES
  • In conjunction with Commercial Operations HR, develops HR plans and strategies to support the achievement of overall business plan and grow the BWXT Medical business.
  • Uses sound judgement, people and business acumen, and practical experience to support and provide managers with coaching and guidance to mitigate escalated employee relations issues.
  • Works closely with PSAC executive teams in Kanata and Vancouver along with Union National Employees (UNE) Representative to ensure productive and constructive relationship in support of business objectives and employee engagement. Responsible to attend grievance, arbitration and union negotiations.
  • Provides leadership and guidance to HR BWXT Medical team.
  • Investigates workplace harassment complaints and actions disciplinary actions as required.
  • Partners with HR corporate functional experts to implement company compensation and benefits programs.
  • Ensures legal compliance by monitoring federal employment law/legislation.
  • Establishes and maintains effective, collaborative working relationships with Leadership teams within BWXT Medical as well as broader organization, Union leadership, and broader HR team.
  • Provides guidance to management in the interpretation and implementation of collective agreements and/or legislation.
  • Oversees the development of bargaining proposals and is a key member of the management bargaining team.
  • Manages complex disability/attendance issues and return-to-work programs.
  • Researches, develops and implements HR policies, as well internal HR-related processes to continuously improve the department's impact and efficiency.
  • Maintains an informed and proactive position in all matters pertaining to trends within the business related to morale and culture as well as externally with general HR policies and practices within industry, and the legislative and regulatory environment.
  • Works with internal Communications to create site specific internal communications and ensure alignment with broader BWXT organization.
QUALIFICATIONS
  • Bachelor's degree in HR Management, Business Administration or related field coupled with a minimum of 10 years HR experience, at least 5 years working in a unionized HR Business Partner/Senior HR role.
  • Master's Industrial Relations degree and HRPAO Certification are considered strong assets.
  • Proven experience with union management and labour relations, ideally in a federally regulated environment.
  • Strong leadership skills - demonstrated ability to work collaboratively and be influential with all levels of the organization including senior management.
  • Business acumen - ability to use insight of organization's internal workings and the external business environment to improve the human capital outcomes that affect business performance.
  • Workforce management guidance along with ability to use HR knowledge on engagement, performance management and attraction.
  • Excellent written, verbal and interpersonal communication abilities.
  • Demonstrated interpersonal and conflict resolution skills.
  • Must exhibit tact, diplomacy, mature judgment and integrity.
  • Innovative thinker and creative problem-solver.
  • Ability to use metrics to make business case for HR programs.
  • Knowledge of pharmaceutical, medical isotope/nuclear medicine or experience in a highly regulated industry is a definite asset.
  • Strong working knowledge of employment legislation and other regulatory legislation including CNSC compliance requirements pertaining to employee responsibilities.
  • Excellent organizational skills and attention to detail.
