The Human Resources Manager provides strategic leadership and oversight of all HR functions within SFN's Administration. This role ensures HR practices align with organizational goals, community values, and cultural protocols. The HR Manager is responsible for workforce planning, policy development, employee relations, talent management, and compliance with applicable laws and Indigenous governance frameworks.
Key Responsibilities
Strategic Leadership
Develop and implement HR strategies that support organizational objectives and community priorities.
Advise the CAO on HR matters, workforce trends, and organizational development.
Policy & Governance
Lead the development and review of HR policies, ensuring compliance with labor laws and cultural protocols.
Ensure policies reflect principles of culture, equity, diversity, and inclusion.
Talent Management
Oversee recruitment, succession planning, and retention strategies.
Implement leadership development and training programs for staff and management.
Employee Relations & Engagement
Foster a positive and respectful workplace culture.
Manage complex employee relations issues and provide guidance on conflict resolution.
Compensation & Benefits
Oversee salary structures, benefits programs, and performance management systems.
Ensure competitive and fair compensation practices.
Compliance & Reporting
Ensure compliance with employment legislation, occupational health and safety standards, and community governance requirements.
Prepare HR reports and metrics for CAO.
Cultural Responsibilities & Community Engagement
Ensure HR policies and practices respect and integrate First Nations traditions, language, and cultural values.
Collaborate with Elders and Knowledge Keepers to incorporate cultural protocols into workplace practices.
Support initiatives that promote cultural awareness and education for staff.
Participate in community events and ceremonies as a representative of the Administration.
Advocate for employment equity and opportunities for community members.
Qualifications
Bachelor's degree in Human Resources, Business Administration, or related field (Master's preferred).
Minimum 5-7 years of progressive HR experience, including leadership roles.
Strong knowledge of employment law and HR best practices.
Excellent leadership, communication, and problem-solving skills.
Ability to work with cultural sensitivity and uphold community traditions.
Assets
CHRP or CPHR designation.
Experience in First Nations or Indigenous organizations.
Familiarity with HRIS systems and data-driven decision-making.
