Management Team
. The
Human Resources Manager
supports the Municipality's mission to deliver high-quality, responsive, and sustainable services. Reporting to the Chief Administrative Officer (CAO), this role develops, implements, and manages programs and policies across Human Resources, Labour Relations, and Occupational Health and Safety.
The Human Resources Manager provides strategic guidance and expert advice to managers and staff to ensure municipal policies, programs, and practices foster a positive, productive workplace, align with Council priorities, and comply with legislation and collective agreements.
Candidates should hold a post-secondary diploma or degree in Human Resources Management, Business Administration, or a related field, or have an equivalent combination of education and experience. Minimum 5-7 years of progressive professional human resources experience, including labour relations and safety program management, preferably in a unionized municipal or public-sector setting. Strong knowledge of relevant legislation (Employment Standards Act, Labour Relations Code, Human Rights Code, WorkSafeBC regulations, and Freedom of Information and Protection of Privacy Act) and demonstrated experience in collective bargaining, grievance handling, and workplace investigations. Chartered Professional in Human Resources (CPHR) designation or eligibility preferred. A valid BC driver's license is required.
The ideal candidate has strong leadership, relationship-management, and interpersonal skills; excellent interviewing, investigative, analytical, and problem-solving abilities; sound business acumen and judgment to balance employee and organizational needs; and high proficiency with Microsoft Office and municipal software. This position is one of trust and requires a successful Police Information Check.
