Human Resources Manager
to join our Leadership Team and embrace these values in every aspect of their work. In partnership with the Leadership Team, the HR Manager will apply human resources best practices to foster staff engagement, strengthen collaborative union-employer relationships, and cultivate a positive, healthy workplace culture.
Qualifications
Education and Experience
Bachelor's degree in Human Resources, or a Human Resources Diploma.
Chartered Professional in Human Resources (CPHR) designation preferred.
3-5 years of human resources experience.
Experience in the non-profit sector.
Familiarity with CARF accreditation is considered an asset.
Experience working in a unionized environment (BCGEU preferable)
Strong knowledge of BC employment legislation, including the Employment Standards Act, Human Rights Code, and WorkSafeBC regulations.
An equivalent combination of education and experience may be considered.

Solid understanding of HR-related risk management, with strong documentation skills ensuring clear, concise, and accurate records.
Proficient in computer applications and database systems.
Experience using HRIS (Human Resources Information Systems) and data analytics to support workforce planning and reporting.
Ability to design and implement employee engagement and wellness strategies.
Proven ability to manage multiple, competing priorities in a fast-paced environment.
Key Responsibilities
Strategic HR Leadership & Policy Development
Develops, implements, and evaluates HR policies, programs, and practices to align with organizational goals.
Leads cultural competency, equity, diversity, and inclusion strategies across the organization.
Designs and oversees performance management systems and orientation processes.
Partners with the Executive Director to identify and develop internal talent pipelines for succession planning.
Guides organizational change initiatives by supporting communication, staff training, and adaptation strategies.
Analyzes HR data to identify trends and develop strategies for continuous improvement in recruitment, retention, and staff engagement.
Employee & Labour Relations
Manages grievances and supports collective bargaining in collaboration with CSSEA.
Builds and maintains positive relationships with shop stewards and union representatives.
Provides leadership support in employee relations, discipline, and conflict resolution.
Supports a collaborative, values-based approach to union and employee relations.
Talent Acquisition, Retention & Development
Oversees recruitment strategies, job postings, candidate selection, and onboarding.
Implements staff orientation, training, and professional development programs to foster engagement and retention in partnership with Leadership Team.
Evaluates and advises on compensation and benefits programs to ensure competitiveness and alignment with organizational goals.
Attendance, Disability & Performance Management
Monitors attendance patterns and implements attendance management strategies.
Manages WorkSafeBC and disability claims in compliance with legislation and policy.
Coaches leaders and managers on performance evaluations and staff coaching.
Supports workplace health and safety initiatives, including the Joint Occupational Health and Safety Committee and proactive safety programs.
Compliance, Reporting & Technology
Ensures adherence to employment legislation, collective agreements, and CARF standards.
Develops departmental performance metrics and prepares the annual HR report.
Collaborates with Finance to support payroll, benefits, and employment documentation.
Utilizes Microsoft 365 and other cloud-based tools for productivity and collaboration.
Crisis & Incident Response
Provides timely HR advice and support during organizational crises.
Prioritizes staff well-being and ensures incident response aligns with policy and legislation.
Other Duties
Performs additional responsibilities as assigned to meet organizational needs.
Represents MSA at community and sector events to strengthen employer brand and recruitment pipelines.

Pay: From $42.00 per hour
