Provide practical human resource expertise in policies and procedures, performance management, recruitment and training of Human Resources policies and practices. Human Resources reporting and analysis and recommendations will help the agency Senior Management Team develop and plan a Human Resources Plan in line with the Agency's vision, mission, and guiding values.
POSITION OVERVIEW
This position requires at least a Post Secondary Diploma in Human Resources Management or related studies from a recognized institution and at least 3 years' experience. Preference will be given to those with an Undergraduate Degree in HR Management or related with additional experience in increasingly more responsible HR positions. A CHRP designation or working towards it is also desirable. Equivalencies may be considered.
The incumbent will have the capacity to work unsupervised or in a team environment.
Effective communication skills in interviewing, coaching, and conflict resolution will be critical. This position will facilitate supervisors and managers in their effectiveness related to all aspects of human resources development, performance management, and conflict situations.
This position will require a demonstration of professionalism in the HR role, in attitudes, practices and ethical work standards. Relationship building with all levels of staff and the ability to acquire trust and confidentiality in sensitive matters will be important to the success of this role and its effectiveness.
Efficient time management and organization of priorities will be important.
This position will require an ability for effective written and verbal communication with technological skills with Office 365, Word, Excel.
Other conditions of employment will include a clear criminal record check and vulnerable sector check, a valid driver's license, and proof of vehicle insurance liability of $2,000,000.
AREAS OF RESPONSIBILITY
Human Resources Planning
Assist in the development, implementation and interpretation of policies and procedures relating to current legislative or organizational requirements
Contribute to the Human Resources Plan as part of Strategic Planning
Ensure Creating Excellence Together (CET) Human Resource requirements are met
Liaise with other Agencies and HR professionals to ensure quality services and HR effectiveness
Provide Executive Director and Senior Management Team with regular and complete updates, and year-end reporting to guide future HR planning requirements
Develop and contribute towards training efforts related to new hires, performance management, Human Resources policies and interpretation and behavior-based interviewing techniques
Maintain HR database and HR reporting to assist in the Agency's development and prioritization of goals and plans
Complete and provide analysis of Surveys of staff - i.e., Intent to Stay (after 6 months of employment), and Engagement Survey (after 1 year of employment).
Recruitment and Maintenance of Staff
Initiate and coordinate staff recruitment and selection processes to ensure a timely and comprehensive procedure is used consistently by those involved in the hiring process, and interview questions are in line with legislative requirements:
Follow protocols and processes for hiring staff, ensuring all conditions of hire are met
Execute advertising campaigns and job postings of both internal and external hires
Aid supervisors on interviewing processes and developing consistent guidelines for interview template questions
Schedule, screen, and lead interview processes for internal and external hires
Conduct reference checks on possible new hires
Prepare, develop, and implement modified procedures and policies related to staff recruitment
Maintain communication with external and internal candidates and interview outcomes.
Performance Management
Provide support to supervisors and staff to develop the skills and capabilities of staff, with the following activities:
Ensure accurate job descriptions are in place
Ensure new hires receive proper onboarding and meet all conditions of hire prior to the expiration of their probationary period of employment
Maintain a reminder system of probationary and annual performance reviews
Develop and review performance appraisal systems and ensure their completion as per policy requirements
Provide performance appraisal training for new supervisory staff
Ensure HR policies for leaves of absence are followed; ensure adequate replacement coverage is arranged to meet day-to-day operations requirements, within budget
Review employee annual appraisal and probationary reviews; identify training and development gaps to assist the supervisor with employee improvement
Identify training and development opportunities. May result in needing to apply and access funding from various government programs
Analyze staff absences; make recommendations for addressing chronic problematic attendance issues
Provide advice and recommendations on Corrective Action as per our progressive discipline policy and review of previous performance documentation in employee files.
Support and Resource Services
Provide information and assistance to staff, supervisors, and managers on human resources and work-related issues.
Provide advice and assistance to staff and management on pay and benefits systems. Complete external surveys as required
Provide interpretation and knowledge of HR Policies and procedures and recommend changes to policies as appropriate in line with legislative requirements and internal factors
Provide advice and assistance to supervisory and management staff in hiring, policies, procedures, salary and benefits administration and programs.
Assist and support conflict resolution issues for supervisors and management in difficult conversations and staff conflicts
Provide assistance and training support to the Manager, Health and Safety Training in the development of in-services, orientation, and the Program Worker Training curriculum in HR-related policies and practices
Serve on investigative committees for severe disciplinary issues and/or harassment and bullying complaints.
Documentation and Administrative
Maintain administrative and personnel files both in Office 365 and in hard copy
Ensure compliance with conditions of employment for new and existing employees
Complete monthly reminders of Performance Appraisal requirements to supervisory staff; follow-up on completion and concerns
Provide documentation to payroll on new hires, staff changes, and increment changes
Advise Payroll of new hires, employee status changes, pay changes, leaves of absence and terminations
Maintain information for long service recognition activities
Maintain employee database, staff lists, seniority lists, casual roster lists up-to-date and posted in Office 365 - ASTM site
Complete and apply for government program funding opportunities - i.e., Canada Summer Jobs, Alberta Jobs Now Program.
Benefits and Salary Administration/WCB
Complete enrolment and re-enrolment in group benefit plans for new hires and any changes in current employee status
Administer the Group Benefits Program with Manulife; ensure accuracy of information and compliance with group contract - i.e., group rate changes, beneficiaries, and benefit changes due to increment changes
Aid and support employees seeking access to the Employee Assistance Program
Provide information to supervisors seeking assistance with formal referrals to the EAP
Provide year-end reporting on Employee Assistance Program and Group Benefits utilization and rate changes
Build relationships and be the liaison with Manulife case workers in the administration and claims management process for staff on Short- and Long-Term Disability
Review and respond to annual Renewal of Group Benefits Broker
Coordinate and provide direction for any WCB claims, ensuring worker and employer reports are completed within legislative guidelines as required in the absence of the Health and Safety Manager. Collaborate with the Health and Safety Manager as required.
There may be requirements to complete other duties and projects, as assigned.
