There is an opening for the position of
Human Resources Generalist
at Library Administration. This is a full-time (35 hours per week) temporary position for the duration of approximately 18 months. The Human Resources (HR) Generalist is responsible for the coordination and delivery of a range of HR services to ensure strategic objectives and initiatives are achieved. Program areas include but are not limited to recruitment, onboarding, health and safety, wellness and learning and development. This position reports to the Manager, Human Resources.
Major Responsibilities and Duties
Provides recruitment support by setting timelines, preparing interview questionnaires, and conducting phone screens and reference checks, and participating in interviews. Assists with onboarding orientations and offboarding activities.
Facilitates occupational health, safety, and wellness functions such as claims management, investigations, committee administrative support and implementation of recommendations.
Supports attendance and leave management.
Makes recommendations on system development priorities. Coordinates the communication and approval of staff development opportunities.
Supports performance management and compensation activities.
Participates in employee engagement and equity, diversity, and inclusion work.
Coordinates and/or participates in projects and committees.
Prepares memos, agendas, minutes, correspondences, reports, statistics, surveys and other documents and tools relating to HR.
Analyses HR data and metrics to support decision making. Maintains and updates HR forms, statistics, and documents.
Acts as liaison between Library staff and City HR staff on recruitment, training, OH&S and other matters. Maintains an effective working relationship with departments of the City of Surrey, other libraries, agencies and organizations, and the public.
Represents Management in Labour Management and grievance matters, as required.
Performs other related duties.
Qualifications, Knowledge, and Skills
A post-secondary Degree or Certificate in HR. CPHR designation preferred.
Minimum 3 years HR experience directly related to labour relations, recruitment, and health and safety.
Knowledge and understanding of HR best practices and relevant legislation, including Employment Standards, Human Rights, Occupational Health and Safety, and Labour Relations.
Knowledge of HR-related technologies and applications, such as HRIS, payroll and scheduling systems.
Knowledge of sourcing candidates through the usage of current sourcing tools and social media channels.
Proficiency with Microsoft Suite of Applications (Outlook, Excel, Word, PowerPoint) and PDF document editing.
Ability to communicate effectively orally and in writing.
Ability to make presentations to groups of various sizes.
Ability to manage multiple projects and work under time constraints.
Ability to deal with confidential matters to establish trust and credibility and handle sensitive information with discretion and tact.
Ability to be self-directed and work with minimal supervision in both an individual and collaborative team setting.
Ability to be flexible and adaptable to change in work processes and work in a fast paced and stressful environment.
Rate of pay:
$94,138 - $107,406 per annum
