Position Summary

The Human Resources Generalist is a key member of the HR team and supports the full scope of HR operations in a unionized, community social services environment. This position works closely with program managers and employees to ensure consistent application of the Community Social Services Collective Agreement (CSSBA/BCGEU), compliance with employment legislation, and alignment with organizational policies and values.

The HR Generalist provides guidance in areas including recruitment, labour relations, employee engagement, health and safety, and training. This role requires strong interpersonal skills, a collaborative approach, and the ability to balance organizational needs with fair and consistent HR practices.

Key Responsibilities

Strategic and Organizational HR Leadership:

Lead and oversee HR strategy in alignment with Chilliwack Opportunity Society's mission, vision, values and strategic plan. Contribute to executive level planning and decision making, providing insight on staffing needs and organizational development.
Workforce Planning:

Lead organization wide recruitment, onboarding and retention strategies to attract and retain mission aligned staff ensuring compliance with collective agreement posting requirements. Support the hiring panel with job descriptions, interview questions, and selection processes. Prepare employment letters and documentation in accordance with the collective agreement and policy. Facilitate new employee orientation and onboarding.
Labour Relations:

Interpret and apply the BCGEU Community Social Services Collective Agreement (CSSBA). Provide advice to management on contract language, grievances, and performance related matters. Participate in grievance meetings, labour-management discussions, and investigations. Assist with documentation and preparation for arbitrations, bargaining, and policy reviews. Maintain a positive and collaborative relationship with BCGEU representatives.
Employee Relations & HR Support:

Advise employees, supervisors and managers on HR policies, employment standards, and organizational practices. Support performance management and professional development processes. Respond to employee concerns with tact and confidentiality.
Health, Safety & Wellness:

Actively participate in joint occupational health and safety committee activities. Support WorkSafeBC claims management and return-to-work coordination. Promote a culture of health, safety, and psychological well-being in the workplace.
HR Administration & Compliance:

Maintain accurate employee records and HRIS data. Track probationary periods, seniority, leaves, and other employment milestones. Support policy development, legislative compliance, and HR metrics reporting.
Training & Development:

Coordinate mandatory and ongoing staff training requirements (e.g., first aid, Mandt, WHMIS, cultural safety) and organizational learning initiatives. Oversee internal leadership development, training programs and succession planning in partnership with the executive team.

Qualifications

Education & Experience:

Post Secondary certification inHuman Resources, Business Administration, or related field. Minimum 3-5 years of HR experience, preferably in a unionized, non-profit, or community social services environment. Experience interpreting collective agreements and working with unions (BCGEU experience preferred). CPHR designation or eligibility is an asset.
Knowledge, Skills & Abilities:

Solid understanding of the BC Employment Standards Act, Human Rights Code, WorkSafeBC regulations, and Community Social Services Collective Agreement (CSSBA). Excellent communication, conflict resolution, and problem-solving skills. Ability to build trusting relationships across all levels of the organization. Strong attention to detail, organization, and confidentiality. Proficiency with Microsoft Office and HRIS systems Commitment to equity, diversity, inclusion, and trauma-informed workplace practices.
