Qualifications
Education:
  • Diploma in Human Resources Management
  • Certified Human Resources Professional Designation
  • Active registration with the Human Resources Professional Association
  • Undergraduate Degree in Labour Relations / Business Admin, preferred
Experience:
4-5 years of experience in human resources in a business partner or generalist function required. Experience with policy and procedure development, accommodations and working in the public sector is a strong asset.
Overall Purpose: This position exists to provide support to the Human Resources Department in recruitment, onboarding, administration, employee relations, health and safety, training and development and performance management. This position provides front-line support to staff and managers in the human resources function.
Key Accountabilities:
  • Responsible for full cycle recruitment including the creation of job postings, performing pre-screening questions, developing recruitment rubrics, conducting interviews, conducting reference checks, generating offer letters, preparing onboarding materials, onboarding new staff.
  • Actively involved with managers and staff in various employee relations including disciplinary actions and counselling. Supports Human Resources Manager with complex employee relations issues.
  • Responsible for handling complex employee accommodations and providing front line support for staff and managers who are entering legislated and non-legislated leaves. Provides updates to HR team on a weekly basis.
  • Under the direction of the Human Resources Manager, responsible for the roll out and interpretation of annual staff engagement survey. Responsible for organizing and planning annual staff development days and staff events/parties.
  • Responsible for administrative oversight into the Health and Safety of the Library. Supports the Human Resources Manager in the creation of health and safety policies and processes. Supports the JHSC in following up with external safety stakeholders.
  • Assists in supporting the Human Resources Manager in the creation of BPL wide policies and procedures. Responsible for supporting the department in process mapping and the creation of internal processes. Provides support to staff and managers on the interpretation of policy.
  • Supports the department in the creation and development of training programs. Works with the Human Resources Manager to create and organize coaching/training sessions for staff and managers.
  • Supports the department in various administrative functions including filing, creation of letters, updating of website/BLIP, etc.
  • Responsible for payroll support in the absence of Payroll Administrator.
  • Ad-hoc activities as directed by Human Resources Manager.

  • Proficiency with HRIS systems \xe2\x80\x93 Ceridian\xe2\x80\x99s Dayforce or comparable technology.
Work Environment
  • Professional Office environment in BPL main building in Burlington.
  • Work remotely from own home office when applicable.
  • Work hours are generally between 9AM to 5PM.
  • Additional hours may be required due to business or operational requirements to attend meetings or events outside of regular work schedule.
