Job Description

The HR Analytics Lead is responsible for providing advanced leadership and expertise in the strategic and operational management of health human resources data sets and systems including the development, implementation and oversight of HR data holdings and data visualization (such as dashboards) in support of Health PEI's (HPEI) reporting requirements and overarching goals.

Duties:



Develops and improves the organization's overall ability to use HR data in decision making to drive improved outcomes. Supports key initiatives with data analysis, insight generation and data visualization, developing standard dashboards and reports for frequent requests and managing data governance. Provides expert advice to divisional staff on data analytics and ensures consistent best practice within the section. Approves, designs, develops and maintains databases, applications, analytical reports and spreadsheets to ensure accurate and timely information is available for management. Makes recommendations and provides impact analysis to the Director, HR Analytics, Systems, Payroll, Learning and Development, as well as the Chief and Directors of the People and Professional Practice team, and Executive Leadership Team as a result of comparative analysis from initiatives in other provinces, emerging trends, and being mindful of costs and probability of success. Maintains a competent working knowledge of the programs and services of Health PEI, including the relevant demographic, labor relations, professional standards, scope of practice, and organizational change initiatives that could impact service delivery. Extracts and analyze data from HR information systems and available databases for the purpose of identifying trends, projecting needs, and establishing benchmarks. Researches and presents 'best practice' in terms of health human resource planning policies, practices, and initiatives from other jurisdictions and assesses their feasibility / potential impact relative to Health PEI. Provides recommendations to the Director, HR Analytics, Systems, Payroll, Learning and Development with respect to overall functioning, performance improvement and new investments required within the areas of accountability. Ensures the effective and efficient utilization of resources within the HR Analytics Team. Provides leadership, guidance and management for the Health HR Analytics team's Senior HR Information Specialists (2.0FTE) and HR Analyst (1.0 FTE). Leads, supervises, directs, manages, coaches and supports the HR Analytics Section in accordance with the organization's strategic plan and policies. Oversees the daily performance and administration of the HR Analytics section staff. In consultation with the Director, develops and maintains policies and procedures related to data access, usage and sharing to ensure compliance and ethical use. Collaborates and engages with the People and Professional Practice Divisional team as well as cross-functional internal stakeholders (such as Finance, Medical Affairs, Medicare, Transformation Office, Senior/Executive leaders, and health analytics) to understand their needs and challenges with understanding and using hr data systems and reports. Maintains satisfactory working relationships with other health, government, and/or community agencies and seek opportunities for enhanced partnerships Provides expert advice to the Director, HR Analytics, Systems, Payroll, Learning and Development and to Chief and Directors of People and Professional Practice regarding the development of effective HR planning, changes in scope of practice and associated impact of these changes that are consistent with the mandate and the Strategic Plan of Health PEI, and other related planning documents. Reviews position management and establishments to ensure staffing complements are accurate Due to the provincial nature of this role, travel is required.

Minimum Qualifications:



A Master's degree in a related area with concentrations in either finance/business/human resources management, statistics, Health Informatics, Epidemiology, or a related field. Minimum 5 years of experience in HR analytics. Supervisory experience (3 to 5 years); an ability to work effectively with multiple health disciplines and staff. Experience with analytic modeling and development of algorithms. Experience with business systems, data warehouses, and data processing. Considerable experience in quantitative and qualitative data collection, statistical analysis using R, SAP Crystal Reporting and/or SQL, and development of analytic products. Must have strong organizational skills and ability to manage large volumes of information while meeting multiple, time sensitive deadlines. Must have demonstrated an intermediate level of knowledge and skill using Human Resource Information Systems (HRIS) or similar database applications (ie Peoplesoft) as well as running queries and performing statistical analysis on gathered HRIS data. Experience with SAP Crystal Reports, BOE, and Power BI preferred. Considerable knowledge and skills in the following areas: human resource and labour market analysis, planning and costing, evaluation, research methods, and organizational design. provincial, regional, national health service delivery issues and initiatives, and the implications for PEI. the provincial health system, health programs, services, and policies. program and policy analysis with a view to providing best practice advice and recommendations in respect of findings. formulating and presenting options and advice to senior/executive management. managing multiple projects. developing briefing materials, presentations or documents with sound recommendations for senior/executive management and various audiences Ability to develop and manage relationships while participating on committees, project teams and working groups to contribute to analysis of complex policy, program, human resource issues and initiatives Experience with forecasting based on staffing models, staffing complements and program design. Must be proficient with Microsoft Office Suite Requires strong, interpersonal and collaborative skills, excellent oral and written communication skills, the ability to work comfortably in a complex and changing environment, ability to carry out complex analysis, ability to organize, plan and think strategically, a high level of analytical and research capability, and the ability to work as an integral part of a versatile team; Strong project management skills. Ability to prioritize and meet deadlines Experience in communicating with a variety of groups at different levels

Other Qualifications:



Ability to research, analyze and interpret information from a wide variety of data systems and sources is preferred. Human resources certification (CPHR) is considered an asset. Experience and/or training with healthcare information systems and terminology an asset. Experience supporting clinical application systems and related services in a complex health care organizational environment considered an asset.

Salary Range: $

43.22 - $54.02 per hour (Grade 21 - Excluded)

Bi-Weekly Hours:

75 hours bi-weekly / Mon - Fri. Some evenings & weekends when required.
