The Role
his senior Human Resources position reports to and supports the Manager of Human Resources in the development of strategies and implementation of programs and services designed to enhance and support the employee experience, workplace culture goals, and optimize organizational performance. The Human Resources Advisor provides technical subject matter expertise to all members of the Human Resources team; proactively sharing information and knowledge through informal mentoring. As a workplace culture champion, the HR Advisor plays a critical role in the advancement of the workplace culture goals by supporting leaders with strategies, tools and resources to achieve Accountability, Connection and Excellence.
In line with our strategic vision, Town Plan and workplace culture, Accountable, Connected and Excellence (ACE), this position will be required to demonstrate ethical, respectful, and professional leadership by inspiring others to take personal ownership and contributing to the development and alignment of organizational strategy and goals. The employee in this position must build effective teams by influencing and encouraging open communication and teamwork. The incumbent will develop others to achieve their best while demonstrating a service-centric approach.
Duties:
In alignment with the organization's workplace culture pillars, guide and support leaders to actively enhance the workplace culture amongst their team
Provide support and advice to employees, Leaders, and other Human Resources team members regarding the application of various workplace programs such as performance management, organizational effectiveness, recruitment, compensation, change management, succession planning, recognition, disability management, collective agreement, Human Resources Policies and Procedures, etc.
Provide support and advice to Leaders with complex employee relations matters, including performance management, progressive discipline, intervention strategies, team building, investigations, terminations, etc. while ensuring legal due diligence and legislative compliance
Provide support and advice to employees focusing on enhancing the employee experience
Lead and support change and transformation efforts utilizing established strategies, programs, tools and resources to support employees and leaders through change
Assist manager in identifying, developing and implementing strategies to enhance diversity, equity and inclusion
Mitigate possible organizational risk by identifying and advising of legal and ethical vulnerabilities in all areas of Human Resources
Coach and support Leaders to enhance their people management skills with a focus on the workplace culture pillars
Assist Manager in identifying, researching, and coordinating corporate internal and external training and development opportunities, training evaluation processes, and leading internal training as assigned.
Support development, coaching, and training for individuals and teams
Provide consistent interpretation and support regarding employment standards, employee agreements, and internal HR policy and procedures
Assist with labour relations in interpretation, application, and in preparing, researching, and supporting collective bargaining as required; coordinate and manage assigned grievances and other labour relations matters
Research, design, implement, and make recommendations for modifications of Human Resource initiatives, policies, and programs in accordance with workplace culture goals, best practices, legislated standards, legal practices, and organizational needs.
Lead assigned full-cycle recruitments, including supporting Leaders to define skill, knowledge, and aptitude requirements; develop or update job descriptions; identify recruitment marketing strategies; ensure legal and organizational hiring standards are maintained
Oversee complex disability management and attendance support programs (STD, LTD, WCB), including development of accommodation, return to work, and modified work plans
Lead workplace support programs such as Workplace Referrals, Substance Abuse and Relapse Prevention Programs, Intermittent Absence Reviews, and other programs initiated to support employee well-being in the workplace
Support the design of the compensation structure, including the compensation review, internal and external market comparators, and job evaluation processes
Analyze Human Resources performance metrics (e.g. absenteeism, exit interviews, etc.), provide recommendations for improvement and enhancement to Human Resources programs and services based on data and metrics
Collaborate with internal Communications to develop content and assist the Manager of Human Resources in the overall internal communication strategy
Provide technical subject matter expertise to all members of the Human Resources team, proactively sharing information and knowledge
Provide support to Town-wide training programs and employee events
Provide division coverage and support in the absence of the Manager of Human Resources, and provide back-up support for benefits, health and safety, and performance management systems
Participate in and be a lead by example in the Town's Health & Safety program and comply with all legislation, policies, directives, procedures, and Safe Work Practices relevant to the task being performed
Other duties and projects as assigned
Qualifications:
Post-secondary education in Human Resources (diploma or degree) with five (5) to seven (7) years progressively responsible Human Resources generalist experience
CPHR designation or working towards achieving CPHR, and Membership of a recognized Alberta Human Resources Association is required
Experience mentoring and coaching Leaders and other professionals
Proven ability to develop and maintain a high level of trust and confidentiality by demonstrating integrity, tact, diplomacy and sensitivity
Comprehensive understanding of labour relations, Employment Standards, Human Rights, Occupations Health & Safety (OH&S), other relevant legislation and payroll, employee benefit and pension packages
Ability to maintain an awareness of culture and business practices across the organization
Experience with Human Resources Information Systems (HRIS) and Human Resource metrics
Exceptional customer service skills with both internal and external customers
Good analytical, problem solving, organizational and time management skills
Excellent written and verbal communications skills

Knowledge and understanding of Freedom of Information and Protection of Privacy (FOIPP) Act
Proficient in Microsoft Office applications (Word, Excel, PowerPoint, etc)
