Whether it\xe2\x80\x99s routine HR support, working through complex issues or developing workforce strategies, the HR Strategic Services Team strives to holistically solve and deliver high quality and innovative approaches to strategy and process.

Reporting to the Senior HR Business Partner, and working directly with senior management, the HR Business Partner collaborates with client leadership teams to understand business strategy, priorities and human resources implications and lead projects that drive overall department goals.

This position leads project teams made up of Employee Services subject matter experts and branch leaders to effectively identify issues, develop project plans, implement solutions and influence change within the branch to enhance operational effectiveness within front-line areas.

The successful candidate will have a creative, service-oriented mindset who can build strong relationships and develop solutions to complex organizational problems in collaboration with the client and team.

In alignment with the City\xe2\x80\x99s Cultural Commitments you will:

  • Provide strategic recommendations and advice to Branch Managers and Directors within client group to ensure seamless and effective access to Employee Services supports, programs and resources
  • Align Department practices by translating organizational strategy into workforce programs to lead through change and achieve business goals consistently across the corporation
  • Forge influential relationships with senior executives, supervisors and subject matter experts across the organization
  • Guide senior leadership in large-scale change management initiatives including planning, implementing and sustaining change within their areas
  • Conduct environmental scanning, identify HR trends and best practices to inform strategy and decision-making
  • Lead and participate in the development, implementation, and communication of corporate human resources related projects, initiatives, policies and processes
  • Manage and lead projects from concept, requirements identification, design, planning, development, implementation, organizational change and transition
  • Support business areas in assessing effectiveness of organization structures and make recommendations for improvement
  • Gather, manipulate, assess, and interpret data from complex sources to present a story and utilize critical benchmarking to optimize client decision making about workforce strategies
  • Measure the impact of HR initiatives, document findings, write reports and briefing notes, provide engaging presentations and share constructive feedback with team and clients
Qualifications
  • Bachelor\'s degree in Arts, Business, Human Resources, Labour/Industrial relations or other related discipline
  • Accreditation or training in project management, including a PMP designation, change management designation, and Chartered Professional in Human Resources (CPHR) designation, are assets
  • 7 years of related experience in the areas of human resources, organizational development and project management
  • Experience providing advice and strategic HR consulting services to senior level management
  • Demonstrated experience implementing complex, strategic, corporate-wide plans, programs and initiatives
  • Experience managing multi-disciplinary projects that may be politically sensitive and complex
  • Experience developing and managing complex, multi-dimensional relationships
  • Ability to think creatively and put abstract thoughts into concrete ideas
  • Excellent written and verbal communication skills
  • Exceptionally organized and able to effectively handle multiple priorities with a sense of urgency
  • Ability to effectively interact, communicate, influence and collaborate with a variety of partners and stakeholders including senior management, staff at all levels, union representatives, City Council, businesses, government agencies and other organizations
  • Sound judgment and the ability to manage highly confidential and sensitive issues with solid business and political acumen
