HR and Payroll Specialist





At Torngat Metals, we are developing the Strange Lake project to meet the urgent global demand for responsibly sourced rare earths that are essential to the energy transition. We are currently seeking talented individuals who are eager to contribute to our highly strategic project and play a role in shaping a resilient and responsible rare earth industry in Canada.


Torngat Metals is seeking a Payroll and HR Specialist to join its Montreal-based team. Reporting to the Senior HR Manager, this position blends payroll administration with onboarding and HR support. This role plays a critical part in managing complex payroll scenarios, including rotational work schedules and remote site premiums, while ensuring a smooth onboarding experience aligned with both corporate and site-specific requirements. The role will evolve with the project's advancement into operations.

What You'll Do:



Payroll Administration:



Administer and process payroll for hourly and salaried employees, including those on rotational and fly-in/fly-out (FIFO) schedules. Apply relevant pay rules, premiums, and allowances (e.g., shift differentials, camp per diems, travel time, standby pay) based on employment contracts. Ensure payroll compliance with CRA regulations and provincial/federal employment standards (including CNESST and WSIB/WCB). Process statutory deductions, prepare T4s, releve 1s, ROEs, and ensure timely remittances to government agencies. Maintain payroll data integrity in HRIS/payroll systems and support internal audits and reporting. Liaise with Finance to reconcile payroll accounts and support budgeting or cost reporting at the project/site level.

Onboarding Coordination:



Coordinate onboarding for new hires, contractors, and seasonal employees, with a focus on safety-critical and remote roles. Prepare and manage onboarding packages, ensuring completion of required documents (e.g., TD1s, SIN, direct deposit, certifications). Enter employee data into spreadsheets, HRIS and payroll systems and coordinate access, and materials with IT and site administration teams. Ensure compliance with internal policies and regulatory requirements related to workforce onboarding.

General HR Support:



Maintain accurate and confidential employee records in accordance with privacy legislation. Act as a key point of contact for payroll and onboarding inquiries from employees and supervisors, both on-site and off-site. Support benefit administration (e.g., enrollment, changes, inquiries) and liaise with providers as needed. Participate in continuous improvement of HR/payroll processes and systems to support operational efficiency. Help coordinate team events.

What We're Looking For:



Minimum of 4 years of experience in Canadian payroll and HR administration Strong understanding of payroll legislation Strong communication skills in both English and French Familiarity with remote work logistics, rotational scheduling, and safety-sensitive onboarding requirements is a strong asset PCP (Payroll Compliance Practitioner) designation is an asset Experience with ADP Workforce Now, or other HRIS is an asset
