Hearing Officer - Three Appointments



Please be advised that this is not an employment opportunity with the Corporation of the Town of Oakville. Town staff are not eligible for consideration, and successful candidates will be appointed by Council in accordance with the Town's Administrative Penalty By-law, not hired by the Town.




In accordance with the Town of Oakville's Administrative Penalty By-laws and the Automated Speed Enforcement (ASE) By-law, the Town of Oakville requires the appointment of three (3) independent Hearing Officers for a three-year term (2025-2028).


As a Hearing Officer, you will act in a quasi-judicial role, conducting Hearing Reviews in accordance with the Town's Administrative Penalty Bylaws. Specifically, most Hearings are as a result of the introduction of Automated Speed Enforcement within the Town. Hearing Officers must be familiar with automated speed enforcement, municipal law and the adjudicative process, as they will direct the Hearing Review process, and render decisions confirming, reducing, or cancelling administrative penalties and notices.



Qualifications

Be of high ethical standards, integrity, and judgement Post-secondary diploma or degree in law, mediation or arbitration, or a related discipline Experience in administrative law, adjudication, or mediation, including conducting trials or hearings for a Provincial court or administrative tribunal Knowledge of, and experience in interpreting and applying, appropriate legislation, including the Highway Traffic Act as it relates to ASE, Municipal By-laws, the Municipal Act, and the Statutory Powers Procedure Act Able to formulate reasoned decisions and communicate them clearly and effectively, both orally and in writing Preferably a member of the Society of Ontario Adjudicators and Regulators and/or the Law Society of Ontario Effective leadership, facilitation, communication, presentation, and organizational skills Computer & software literacy (Microsoft Office applications, Adobe, DocuSign) Flexibility to provide service on a part-time basis (approximately 1-2 days per month), or as required. Completion of the Ontario Traffic Council Screening and Hearing Officer Training course


Most hearings will be conducted in writing. If a hearing is held in person, it will take place using remote technology.


Hearing Officers are compensated at a rate of

$600 per full day

or

$345 per half day

. Please note that

mileage or transportation costs are not reimbursed

,

and there is

no guarantee of a minimum number of hearing days

.

Scheduling will be arranged in advance or on an as-needed basis, depending on the volume and timing of appeals.
