The contract makes it mandatory for BCP to have a dedicated, full-time Safety Manager (Qualified Safety Coordinator) on site with 10+ years of safety experience in similar projects. This person has to prepare and enforce the PSSP, conduct inspections, lead safety meetings, control subcontractor compliance, manage incident reporting, and has full authority over site safety on behalf of the Prime Contractor.
Title in the Contract

The position is referred to as the Contractor's Qualified Safety Coordinator (Workplace Safety Coordinator). This is the contractual equivalent of the Safety Manager role.



Qualifications

Must have at least ten (10) years cumulative direct experience as a safety coordinator on similar projects of comparable scope. May be interviewed and approved by Metro Vancouver before being assigned. The Owner reserves the right to approve or reject based on qualifications, experience, and suitability.



Presence on Site

The Safety Manager must be physically located on-site for the duration of the Project. Remote supervision is only permitted with prior written approval of the Owner.



Duties & Responsibilities

Act as the Prime Contractor's safety lead, responsible for coordinating health and safety at the Work Site (as per Workers Compensation Act, Section 118). Prepare and submit a Project Specific Safety Plan (PSSP) including: Safe work procedures and hazard assessments. COVID-19 prevention procedure. Fire Safety Plan (including wildfire risk). Emergency response plan (muster points, hospital routes). First aid assessments. Orientation program for all workers and visitors. Daily tailboard meeting procedures. Site inspection procedures (frequency, corrective action methods). Conduct and document regular site safety inspections. Minimum inspection frequency depends on project risk level (daily for high-risk work such as tunneling, excavation, confined space, fall protection, demolition, etc.). Host weekly "tailboard" safety meetings, keep minutes, and submit to the Construction Manager. Ensure all subcontractors: Provide their own OH&S program. Designate a qualified safety person before starting work. Submit Safety Data Sheets (SDS) for hazardous products. Ensure site security (controlled access, fencing, surveillance) is maintained. Report all safety incidents, near misses, and WorkSafeBC inspections within 24 hours. Include a safety section in the Monthly Report summarizing incidents and actions. Benefits
