Tall Timber Tree Services & Nursery Ltd. is in its 29th year of operations and is the Prime Contractor for the City of Vancouver's landfill services contract. We manage complex landfill operations, heavy equipment, and environmental compliance at the Vancouver Landfill in Delta, BC. Position Overview
We are seeking a
Health & Safety Manager / Qualified Coordinator (with HR responsibilities)
to oversee workplace safety and human resources at our landfill operations. This role will ensure compliance with
WorkSafeBC and City of Vancouver safety requirements
while also supporting
HR functions
such as recruitment, onboarding, training, and personnel recordkeeping.
The successful candidate will be responsible for both
coordinating health & safety activities
across a multi-employer site and ensuring effective
HR systems and practices
that align with Tall Timber's operational goals.
Key Responsibilities
Health & Safety Management (Qualified Coordinator Duties)
Act as
Qualified Coordinator
under WorkSafeBC at a multi-employer worksite with more than five workers.
Conduct hazard assessments, toolbox meetings, and incident investigations.
Orientations and safety training for employees and subcontractors to review.
Maintain documentation and reporting for City PMs and WorkSafeBC.
Participate in monthly
Transfer & Landfill Operations OHS Committee
meetings.
Serve as on-site contact for emergencies and evacuation coordination.
Human Resources Oversight
Recruitment & Hiring
- Support job postings, applicant screening, and coordination of interviews for skilled workers, operators, and labourers.
Onboarding & Orientation
- Ensure new hires complete required orientations (City landfill orientation + Tall Timber orientation) and have all certifications current.
Training & Certification Tracking
- Maintain employee training records, ensure certifications such as OFA, WHMIS, and equipment operator tickets remain valid.
HR Recordkeeping
- Manage personnel files, site sign-in/out logs, and subcontractor clearance letters.
Employee Relations
- Support workforce engagement, communication of policies, and address workplace issues in coordination with management.
Policy Development
- Assist with updating company HR and safety policies to meet regulatory and operational needs.
Qualifications
Experience in
safety management
at construction, landfill, or heavy industrial sites.
HR background (recruitment, onboarding, policy, or workforce management experience).
Strong knowledge of
WorkSafeBC OH&S Regulations
and
employment standards
.
Excellent organizational and communication skills for engaging staff, subcontractors, and City representatives.
Certifications:
First Aid (OFA Level 1 or higher) and WHMIS.
