The Municipality of Chatham-Kent has an opening for a permanent full-time Health Data Analyst with the Public Health Unit. Reporting to the Epidemiologist and Program Manager, Foundational Standards, the Health Data Analyst supports public health analytics work related to population health assessment, surveillance, evaluation, and quality improvement activities. The Health Data Analyst is responsible for extracting, manipulating, and analyzing health-related data; provides analytic support to team projects; and contributes to design, collection and management of data and databases.

Essential responsibilities

  • Provides analytical support for data requests, health status reports, routine data products, and other projects as part of a multidisciplinary team supporting all public health program areas.
  • In collaboration with the Epidemiologist, extracts, manipulates, analyzes, and interprets health, population and related data from local, Provincial, and Federal databases and information systems.
  • Participates in database/data design, maintenance, management, quality assurance, and analysis related to population health assessment, surveillance, evaluation and quality improvement activities. Provides technical and statistical input for analytic activities.
  • Collaborates within public health programs and/or within the Municipality and the community to collect, analyze and convert data to useful information.
  • Assists Epidemiologist and other staff to identify sources of data and develop data collection tools/databases as needed to meet program needs.
  • Prepares and/or assists Epidemiologist to prepare health data and analysis reports for presentation and distribution to internal and external stakeholders as appropriate. Supports development and maintenance of data visualization tools/reports.
  • Provides technical support to Public Health staff and supports staff training related to the use of health-related databases.
  • Demonstrates customer service by focusing on and meeting the needs of public health programs.
  • Participates as a member of a multidisciplinary team and maintains data management and statistical analysis competence through ongoing professional development.
  • Complies with PHIPA legislative requirements including Chatham-Kent Public Health Policies and Procedures, and all applicable data sharing agreements.
  • Works in accordance with the provisions of applicable Health and Safety legislation and all Municipality of Chatham-Kent and departmental policies and procedures related to Occupational Health and Safety.
Essential qualifications
  • Thorough working knowledge of population health data analysis and management, acquired through a Master's degree (e.g., public health, health sciences, statistics, health informatics) plus 6 months to 2 years of experience, or an equivalent combination of education and experience.
  • Ability to extract, collate, analyze, and interpret health data from multiple sources.
  • Ability to identify data management, quality and software issues and develop and recommend solutions.
  • Advanced skills in database development, management, and analysis and data verification and quality control procedures.
  • In-depth working knowledge of Excel, statistical software packages (e.g., Stata, SAS, SPSS, R), and data visualization software (e.g., Power BI, Tableau); and proficient use of Microsoft Office applications (i.e. Word, PowerPoint, Outlook).
  • Ability to communicate effectively in order to deliver training, present information, and prepare written reports.
  • Ability to communicate statistical data and technical information in easy to understand formats appropriate to the audience.
  • Ability to coordinate and support project teams, and participate as an effective member of a multidisciplinary team.
  • Knowledge of the Ontario Public Health Standards.
  • All employees will be required to complete their Health & Safety and other on-line mandatory training on or before their first day of employment; other training (including Health & Safety policies) may also be required.
Other qualifications
  • Working knowledge of key public health data sources/databases in Ontario (e.g. BORN Information System, Canadian Community Health Survey (CCHS), Census, Integrated Public Health Information System (iPHIS), Integrated Services for Children Information System (ISCIS), IntelliHealth, Ontario Cancer Registry, Panorama)
  • Previous experience working in a public health unit.
  • Understanding of municipal government operations and its relationships with community partners, other municipalities, the Province and Federal governments.
  • Skill in (or knowledge of and ability to learn) GIS mapping and spatial statistical software.
Work environment/hours of work
  • This position works indoors
  • This position works weekday hours with occasional evening and weekend hours
The Municipality of Chatham-Kent has a Working Remotely policy and some positions may qualify for remote work for a percentage of time, as approved through the annual request process. Confirmation of agreed upon arrangements and required on-site attendance will be at the discretion of the Supervisor based on operational needs.

The Municipality of Chatham-Kent has a mandatory COVID-19 vaccination policy. All new employees must be fully vaccinated (with booster) as a condition of employment unless approved for an exemption.

Driver's license/vehicle requirements

Because this position may be required to travel, a valid Province of Ontario driver's license with a reliable motor vehicle is preferred.

Background check requirements

Because of the environment this position will be working in, the successful candidate will be required to furnish an original Police Information Search (criminal reference check) (working with vulnerable persons) prior to commencement of employment; you must be 18 years of age or older to obtain a vulnerable police check

Essential physical and/or safety requirements
  • Sitting: frequent sitting in a chair (may require sustained periods of sedentary time sitting at office desk, meeting rooms, vehicle)
  • Hands: frequent fine finger dexterity (movement), mousing (mostly typing, mousing, or writing)
