Located in and under the direction of the Associate Ombudsperson/Investigations, the Health Analyst will support First Nation individuals in undertaking investigations related to grievances about health services. The purpose and objective of the Health Analyst would focus on First Nation individuals' access to appropriate health services. Broad objectives of the investigation function will mirror those of the Ombudsperson Office.
Responsibilities:
Community and Client Relations and Advocacy
Ensure face-to-face engagement with communities and partners. Establish good working relationships with all stakeholders.
Provide support and resources to clients and communities. Respond to all inquiries. Identify potential investigative barriers and recommend effective solutions.
Review files and gather necessary information to identify relevant issues.
Draft investigation plans for consultation and early identification of issues by assessing the scope and determining the methodology and techniques required to carry out a thorough and effective investigation.
Lead or participate in complex investigations from inception to completion, ensuring investigations are completed thoroughly and on time.
Analysis and Reporting Writing
Review and analyze all evidence collected during an investigation, including identification and analysis of any legal/regulatory issues. Write detailed, high-quality reports and correspondence setting out facts of a case cogently, objectively and accurately
alternative resolution of cases and take appropriate steps to facilitate resolution.
Education and Certification
University degree in following: Law, Health, Social Science, Social Work, Political Science, Psychology or Public Administration or an equivalent combination of education, training and experience.
Experience
Demonstrated knowledge and understanding of First Nations in Saskatchewan including a strong background in history, Treaty, traditional knowledge and language.
Demonstrated knowledge and understanding of First Nations health service delivery, Inherent and Treaty Rights especially in the realm of health and health care.
Experience in undertaking investigations and evidence gathering involving both individual and systemic issues.
Knowledge and willingness to comply with HIPPA standards.
Trauma Informed Practice would be an asset.
Ability to understand or speak an Indigenous language would be an asset
Other duties related to investigations as required.
Salary is based on an established grid and commensurate with qualifications and experience.
