Who We Are

's mission is to protect and defend the legal, social, and economic rights of migrants (asylum seekers, refugees, immigrants, and those with undetermined status) from lesbian, gay, bisexual, trans and queer (LGBTQIA+) communities. We offer support services, group and social activities, and education and public awareness.

We apply an anti-oppressive, non-judgmental and person-centred approach, and are committed to ensuring that LGBTQIA+ migrants and refugees are at the center of our work and decision-making. AGIR is a team of 11 staff members.

Where We Are

AGIR is located in Tio'tia:ke (colonially known as Montreal) on the unceded territory of the Kanien'keha:ka. Our offices are located in the borough of Parc-Extension.



The

Program Manager

oversees and manages all funded programs and initiatives, ensuring that they are implemented effectively, in alignment with organizational values and strategic priorities. This role plays a central part in building community-based knowledge and tools for LGBTQIA+ migrants and refugees through cross-sectoral collaboration, strong project management, and effective advocacy. The Program Manager will work closely with the Activities and Support Team Coordinators, as well as the Leadership Team, to ensure compliance with grant requirements and implement improvement plans when necessary. The role also involves advancing the organization's advocacy efforts related to LGBTQIA+ immigrant and refugee realities.

The Program Manager plays a central role in ensuring the smooth implementation of all AGIR's programs, while directly supervising the activities team to ensure that community events and projects run smoothly, inclusively, and in alignment with the priorities of our members.

This person also supports the leadership in the strategic development of programs, writing grant applications, monitoring financial and narrative reports, and representing AGIR publicly. They are also responsible for designing and delivering internal and external trainings to strengthen the capacity of both the team and the community.

Core Responsibilities:



Program Oversight and Coordination



Oversee the day-to-day operations and implementation of multiple programs and grants, ensuring all activities align with the organization's mission, values, and strategic goals. Provide leadership and structure for project planning, execution, and monitoring, including establishing timelines, deliverables, performance indicators, and risk mitigation strategies. Ensure programs are designed and adapted to meet the evolving needs of LGBTQIA+ migrants and refugees, with an emphasis on anti-oppression, intersectionality, and community leadership. Coordinate across departments to ensure clear communication and collaboration, including aligning activities with funder expectations and community priorities.

Supervision of the Activities Team



Supervise and support the activities team, including coordination, communication, and logistical support to ensure activities are well planned, safe, and relevant for the community. Work closely with team members to foster a collaborative approach, while maintaining standards of quality, accessibility, and impact. Support the monthly planning of the activity calendar and ensure coordination with other areas of the organization (support services, communications, leadership).

Project Management and Accountability



Lead the collaborative organization of work plans for each project and subproject, ensuring that roles are clearly defined, tasks are equitably distributed, and timelines are met. Act as the central point of coordination across project leads, ensuring that challenges are identified early and discussed with Co-Directors for resolution. Promote a culture of shared accountability and mutual support within project teams.

Monitoring, Evaluation, and Grant Compliance



Track program objectives, milestones, and deliverables, ensuring high-quality execution and alignment with grant agreements. Monitor and document the progress of activities, including the collection of both qualitative and quantitative data to support evaluation, learning, and reporting. Collaborate with team leads to identify and implement corrective actions or adjustments to meet funder requirements or address emerging community needs.

Financial Management and Budget Oversight



Manage program budgets by closely reviewing and understanding financial documentation, ensuring expenditures align with approved allocations and grant expectations. Collaborate with the Leadership team and project staff to track and forecast spending, make budget adjustments when necessary, and ensure fiscal accountability. Ensure transparency and equity in budget planning, particularly in the distribution of resources across programs serving diverse communities.

Reporting and Communication with Funders



Lead quarterly reporting for all assigned programs, ensuring timely and accurate submission of narrative and financial reports in accordance with funder formats and deadlines. Work with staff to gather supporting documentation, analyze progress, and present outcomes and impact clearly and effectively. Maintain ongoing communication with funders as needed, including updates, clarification of deliverables, or revisions to timelines or budgets.

Team Coordination and Internal Communication



Organize and facilitate regular cross-team and project-specific meetings, including preparing agendas, documenting decisions and action items, and ensuring follow-up. Support a culture of care, transparency, and accountability by promoting open communication and collaborative problem-solving across all levels of the organization. Create a positive and inclusive team environment that supports staff well-being and professional growth.

Advocacy, Education, and Community Engagement



Lead or support the design, facilitation, and evaluation of advocacy campaigns and public education activities focused on the lived realities of LGBTQIA+ immigrants and refugees. Collaborate with community partners, allies, and institutions to amplify voices and increase awareness of systemic barriers faced by queer and trans migrants. Contribute to the development of policy recommendations and advocacy tools that are community-informed, intersectional, and aligned with the organization's values. Design and facilitate internal trainings to strengthen team members' skills, particularly in project management, anti-oppressive approaches, inclusive communications, and community-based evaluation. Offer occasional trainings to our partners or the public as part of our commitment to awareness-raising and popular education.

Grant Development



Collaborate with Co-Executive Directors to identify funding opportunities and co-develop proposals that align with community needs and organizational goals. Contribute to strategic planning and organizational development efforts by identifying trends, funding gaps, and innovative solutions. Support sustainability through relationship-building with current and potential funders, and contribute to the articulation of impact through compelling storytelling and data. Collaborate with leadership to co-write grant applications, integrating insights from the field and lessons learned from activities. Participate in writing narrative and financial reports related to the supervised programs, and ensure effective coordination with the administrative team to meet deadlines.

Participation in AGIR's Organizational Life



Attend team meetings, staff retreats, strategic discussions, and other meetings. Contribute to collective discussions on the organization's development. Participate in internal committees and special projects. Engage in ongoing reflection on anti-oppression principles and AGIR's values.

Contract length: 1-year contract (renewable pending funding)



Hours:

Full-time (35 hours/week). Occasional evening and weekend work would be required with notice.

Hybrid (in-person and remote work as needed)

Compensation: $

30.00 p/h

QualificationsRequired



Experience:

At least

3 years in project, budget management

, preferably in a non-profit or grassroots setting.

Languages:

Proficiency in either

French and English

is required, along with a basic understanding of other languages. Arabic and/or Spanish are particular assets, and any additional language is highly useful. Ability to follow timelines for funders (Federal, Provincial and Municipal government, Foundations and Private Companies), manage multiple project objectives as outlined in funding agreements across multiple teams; Strong communication skills; Strong capacity to collect and interpret information, and make it accessible to a wider public; In-depth knowledge and/or lived experience of 2SLGBTQI+ refugee and migration issues and realities; Strong understanding and adherence to intercultural, intersectional, anti-oppressive, trans-affirmative and trauma-informed approaches; Strong understanding and adherence to the principles of informed consent, harm reduction and empowerment; Independent and able to follow through with clear deliverables on time; Strong ability to give and receive feedback effectively; Agreement with AGIR's basis of unity (see "Heartbeat"); Flexibility/Adaptability; Strong digital literacy skills including Google Drive, Microsoft suite (Word and Excel) and Zoom;

Accessibility Information



AGIR works out of an office in Parc-Extension.

All positions are required to be in office for some portion of the week, and some positions always. AGIR's office is only accessible by a staircase.
