The General Manager, Construction is a strategic and results driven senior leader at Universal Rail Services accountable for all aspects of our rail construction projects in Western Canada. This role is responsible for managing a multidisciplinary team delivering project management services across a diverse portfolio of rail infrastructure projects. The General Manager will ensure projects are completed on time, on budget, and to the highest safety and quality standards.
Key Responsibilities:
Project & Construction Leadership
Oversee the execution of rail construction projects including:
Industrial track construction
Class 1 railway construction
Short Line railway construction
Transit and LRT construction
Track rehabilitation and surfacing
Specialty rail construction
Material supply and logistics
Leadership Development & Team Building
Foster a high-performance culture through coaching, mentoring, and professional development of construction and project management teams.
Identify and develop emerging leaders within the organization to support succession planning and long-term growth.
Promote collaboration, accountability, and continuous improvement across all levels of the construction team.
Champion diversity, equity, and inclusion in leadership practices and team development.
Client & Stakeholder Engagement
Serve as the primary point of contact for key clients, ensuring satisfaction, transparency, and alignment throughout the project lifecycle.
Build and maintain strong relationships with public and private sector clients, regulatory bodies, and industry partners.
Lead client meetings, progress reviews, and reporting to ensure expectations are met or exceeded.
Contract & Subcontractor Management
Lead the negotiation, execution, and administration of construction contracts, ensuring compliance with legal and commercial terms.
Manage subcontractor selection, onboarding, performance, and compliance with project specifications and safety standards.
Monitor contract deliverables, change orders, claims, and dispute resolution processes.
Ensure alignment between contract scope, project execution, and financial targets.
Operational & Financial Oversight
Develop and implement strategic plans to optimize project delivery and operational efficiency.
Monitor project progress, identify risks, and implement mitigation strategies.
Manage financial performance including forecasting, budgeting, and cost control.
Drive continuous improvement in construction methodologies, technology adoption, and workforce development.
Qualifications:
Minimum 10 years of progressive experience in construction industry, with at least 5 years in a senior leadership role. Rail construction experience is a major asset.
Proven experience in contract negotiation and administration, including managing large-scale construction contracts and subcontractor agreements.
Demonstrated success in client relationship management and networking with the ability to build trust and deliver value.
Strong knowledge of project management systems, construction standards, and regulatory requirements.
Proven ability to develop and lead high-performing teams.
Exceptional leadership, communication, and stakeholder management skills.
PMP or equivalent project management certification is an asset.
Bachelor's degree in civil engineering, Construction Management, or a related field is an asset.
