Job Purpose

Reporting to the Director, Corporate Property Services, the Program Manager, Sustainable Infrastructure is responsible for ensuring all Manitoba Liquor and Lotteries (MBLL) properties (leased and owned) remain operational without service disruptions and will manage and implement the MBLL Carbon & Energy Reduction Initiative (CERI).


Job Responsibilities

Manage and implement the MBLL Carbon & Energy Reduction Initiative (CERI), apply for applicable Provincial, Federal or other funding sources; provide technical advice and recommendations in line with MBLL's carbon and energy reduction targets. Develop and implement a strategy for reaching net zero carbon emissions in collaboration with all MBLL departments. Manage the delivery of the strategy, highlighting and reporting when targets and milestones are slipping or have been achieved. Identify potential carbon reduction projects, develop the business cases and lifecycle costings, with data and information. Coordinate approved carbon reduction projects and leverage incentive applications and programs. Analyze, monitor and report energy and carbon expenditures, identify and investigate trends in energy use, highlight issues regarding poor performing buildings and recommend corrective actions, as necessary. Analyze available market intelligence and forecasts, together with technical and legislative developments and advise on opportunities and strategies for MBLL. In collaboration with all stakeholders develop CERI specifications for construction and refurbishments. Provide technical guidance and work collaboratively with the development team on design strategies to meet decarbonization, environmental and energy goals. Provide technical guidance for the implementation of energy and carbon reduction retrofits, metering and data collection. Establish and improve methods for the measurement and verification of actual water and energy usage and reductions. Prepare and present energy & utility data for use in presentations and reports by others. Assist the Director to develop the annual service unit business plan and participate in identifying and prioritizing capital and operating initiatives. Prepare reports and briefing notes for senior management and executives. Deliver education and training as required to enable the implementation and reduction of energy and emissions, with a focus on decarbonization projects. Manage external consultants to provide and report ongoing performance data for review on future or existing projects. Identify areas requiring service contractors and work with Procurement on securing qualified contractors. Measure teams' performance, effectiveness and efficiency in the delivery of services to internal and external customers. Establish and maintain positive working relationships with all external and internal stakeholders. Provide input to the Director on departmental policies and procedures and ensure that policies and procedures are adhered to within and outside the department. Liaise with suppliers and consultants. Develop and implement any corrective action plans to address any performance deficiencies. Champion Environmental, Social, and Governance (ESG) by integrating ESG practices into products, plans, and work practices and by assessing the business and customer risks and opportunities associated with gambling, liquor, and cannabis products, as relevant. Assess, develop and fine-tune building automation systems to maximize carbon and utility reductions. Mentor and lead Controls Technician in best practices for building management performance. Assist the Director in development of forecasts and assessment of future capital requirements for supporting MBLL programs and facilities, utilizing the department's twenty-year asset management and renewal plans. Develop performance indicators and monitor team performance based on indicators (KPI's and internal process indicators). Monitor financial performance to ensure expenditures follow budget forecasts. Provide input to the Director regarding initiatives and strategies for cost savings, process improvements, and best practice approaches. Participate in Corporate initiatives to collaborate on cross-divisional synergies, software applications, shared resources, and consistent practices. Provide recommendations to the Director on organizational structures, reporting relationships, division of duties, and areas of expertise necessary for evolving corporate needs and comparable with private sector quality and efficiency. Other related duties as assigned.

Primary Qualifications

Degree or Diploma from a recognized engineering, technologist or technician training program. Minimum of five (5) years' experience leading measurable energy/sustainable/carbon reduction initiatives in an organization of similar size and structure or an equivalent combination of education, certification and experience that demonstrates developing and managing major energy and carbon initiatives in an organization of similar size and complexity. Knowledge of current and leading practices of corporate and community energy and emissions management, energy/carbon projects. Demonstrated experience in project management, planning, project/measure feasibility analysis, design process, construction process, measurement and verification procedures, commissioning procedures, building and energy codes and standards specific to the facilities. Ability to create and execute multi-year energy/carbon/emissions reduction projects to support the MBLL's climate strategy for existing operations and new developments. Must be familiar with building systems, energy management techniques, project design and construction process. Excellent research, organizational, analytical and oral presentation skills. Demonstrated ability to write brief technical reports and to review large volumes of technical details. Strong communication and interpersonal skills with the ability to work effectively within a large complex organization Experience and proficiency in Microsoft 365 (Word, Excel, PowerPoint, Teams and Outlook), data management, CAD and database applications. Thorough knowledge of occupational hazards, safety precautions and regulations applicable to the work area. Have and maintain a valid Manitoba Class 5 Driver's License and access to a reliable vehicle. Ongoing professional development is required to maintain designations and keep current with changes in the industry. Leadership competencies include building strategic performance, coaching and developing, influencing and leading. These competencies are deemed important for the success of the position and organization.

Secondary Qualifications

Completion of a formal and accredited training program in energy management (eg. Association of Energy Engineers Certified Energy Manager "CEM" designation) or equivalent is an asset. Construction Specifications Canada (CSC) training in specification writing or demonstrated experience developing construction specifications and drawings, design change directives, as-built drawings and production of Operation and Maintenance manuals is an asset. Certification with other associations, such as Leadership in Energy Efficient Design (LEED), is an asset. Experience analyzing and prioritizing energy and emission reduction projects from upgrades and operational trimming as well as leveraging incentive applications and programs is considered an asset. Experience preparing reports and briefing notes for senior management and executives is an asset. Experience providing technical guidance for the implementation of energy and carbon reduction retrofits, metering, data collection with analysis and working collaboratively with a development team on design strategies to meet decarbonization, environmental and energy goals is an asset.
