How you will contribute as part of the TRCA team:



The Program Manager works in collaboration with various TRCA teams, partners and stakeholders to communicate and oversee programs. This role focuses on managing relationships with stakeholders while providing program specific expertise. In addition, this position prepares research and technical reports, develops guidance resources and tools, and delivers professional training related to sustainable water management technologies and practices.



Major Responsibilities:



Leads and manages all aspects of program development and execution Leads the development of program materials and resources with input from internal and external stakeholders Engages and works in collaboration with program staff, TRCA divisions and external partners, stakeholders, working groups or committees to maximize resources and program impact, while communicating STEP's technical needs for each project Oversees the coordination and drafting of research grant applications and funding proposals for specific projects, including non-traditional funding sources and partnerships to achieve mutual objectives Prepares, in conjunction with the procurement team, procurement documents, contract agreements; develops Request for Proposals (RFP) with proficiency and evaluates proposals Maintains current knowledge of STEP's program areas, funding and partnership approaches and infuses innovation into green stormwater infrastructure and low impact development related program enhancements Preparation of reports, guidance documents, memos, technical briefs, magazine articles, web postings and/or delivery of presentations related to program Builds and maintains relationships with various industry partners with a focus on growing programs and/or community engagement opportunities Leads professional industry training events, workshops, community events, or seminars related to STEP's program area Communicates with team members regularly to assess workload and status of activities, amends work and reassigns staff as needed to direct workflow and accommodate for any situational circumstances Ensures resources are in place to manage day-to-day workload, providing immediate supervisors with recommendations for budget/resource requirements to meet future workload and project needs

What will you need to succeed:



Education (degree/diploma/certifications)

Post-secondary diploma or degree in Environmental Science, Geography, Natural Sciences, Water Resources, or a related field Valid Ontario Class G2 driver's license

Experience

4+ years of experience in program management, in relevant field 1+ years of progressive managerial, supervisory or project management experience Demonstrated experience interpreting and/ or writing technical drawings and/or reports Experience managing relationships / working with sponsors, government representatives or in partnerships

Knowledge/Skill/Ability - Competencies

Excellent written and verbal communication skills to communicate project status for various audiences Prepares technical reports and proposals with appropriate analytical skills Ability to communicate technical information to a non-technical audience or stakeholders Knowledge of procurement practices, program management and risk management concepts Knowledge of stormwater management and erosion and sediment control best practices, with an emphasis on thorough technical understanding of low impact development and green stormwater infrastructure. Able to self-manage workload and prioritize tasks as an ongoing challenge in a frequently fluctuating workload and multiple deadlines Ability to design and conduct stakeholder engagement and facilitate technical program discussions Able to comprehend documentation that is technical or scientific in nature, skilled in writing technical reports or manuals Collaborates with others to focus on objectives and effectively delegates work within a team Excellent interpersonal skills and ability to work as a team member to coach staff and work with stakeholders (internally and externally); ability to deal tactfully and courteously with stakeholders, public officials Strong budget management and cost control skills Proficiency in MS Office suite including online software such as MS teams, WebEx, and SharePoint
