Job Description

Under the general direction of the Supervisor of Fleet Procurement & Support Services (FPSS) the Coordinator of Equipment Specifications is responsible for all Fleet Agency purchases related to the technical aspects of fleet equipment and materials, supporting the development of replacement and addition budgets.


This includes analyzing contract submissions and making award recommendations so as to provide suitable equipment to the City of Winnipeg's fleet and material inventory.

As the

FPSS Coordinator of Equipment Specifications

you will:



Conduct fleet vehicle/equipment procurement and replacement planning. Issue contracts, quotations, contract administration, and support to equipment inspection. Supervise and lead a team of direct reports. Provide operational assistance, technical support, and warranty support. Lead and conduct special projects.

Your education and qualifications include:




Bachelor Degree in a related engineering discipline, or Certified Engineering Technologist (C.E.T.), or equivalent combination of education and experience.

Three (3) years' experience working in a supervisory role. Fleet Management Certificate, PMP or PRINCE2 is considered an asset.

Experience with repair facility policies & procedures.

Experience with equipment acquisitions.

Experience in tendering contracts, contract management, and contract administration.

Knowledge of mechanical engineering principles and their practical application in evaluating and selecting equipment.

Knowledge of equipment acquisitions specific to municipal government equipment transactions.

Excellent time management and organization skills with the ability to manage tasks within deadlines and administer multiple contracts.

Ability to work independently under stressful conditions with minimal supervision.

Excellent communication skills (both verbal and written) with the ability to communicate with subordinates, peers, senior management, manufacturers, and elected officials.

Excellent interpersonal skills, with the ability to maintain and develop effective working relationships with a variety of internal and external stakeholders (such as manufacturing engineers, and service representatives).

Excellent analytical and problem-solving skills.

Knowledge and ability in the development of equipment maintenance policies and procedures.
