Competition # TOG2023\xe2\x80\x90015 The Foreperson of Public Works supervises public works employees and co\xe2\x80\x90ordinates activities related to all Public Works programs. The position is responsible for performing visual inspections of work in progress and work completed by employees for all tasks. The incumbent is responsible for organizing repairs to public works infrastructure, supervising snow and ice control, and effective delivery of public works programs. MAJOR DUTIES & RESPONSIBILITIES
Supervises & schedule Public Works employees such as heavy equipment operators; Responsible for holding daily meetings with all assigned staff; Process and authorize bi\xe2\x80\x90weekly time cards; Review and approval of leave request based on operational requirements; Prepares employee vacation schedules to ensure maximum employee coverage; Effective management and interpretation of the
Collective Agreement; Participate in the grievance process including mediation and arbitration as required; Provide periodic performance reviews, feedback and constructive criticism to staff under your supervision; Participates in managing budgets for all applicable cost centres; Prepares detailed work plans and schedules. Prioritizes work requests to ensure effective and efficient program delivery; Participates in operational planning documents including the Annual Snow Plan; Ensures completion of Public Works maintenance activities for all public works infrastructure, excluding water and sewer. Typical tasks include however not limited to: o Perform visual checks of streets at the beginning of each day shift and throughout the day on a regular basis for needed repairs to asphalt, gravel shoulders, curbs, and sidewalks. Arrange repairs for these defects; Supervise snow plowing, blowing, and removal; Ensure all drainage problems are resolved in an effective and efficient manner; Reinstate lawns after water/sewer repairs or plow damage; Co\xe2\x80\x90ordinate removal of all curb side debris during spring cleanup, communicating with residents on issues pertaining to sorting of debris; Ensure safe excavation and completion of water and sewer repairs when Supervisors are unavailable; Obtain all permits required for overhead wires and buried fibre lines; Ensure all street and speed signs are visible and all obstructions are removed; Receive and investigate complaints from the general public and respond in a timely manner with proposed solutions; Prepares reports on major tasks accomplished during general operations. Performs visual inspections of work in progress and completed by employees in roads department;
Work with Supervisors to ensure issues pertaining to the storm sewer system are resolved in an effective and efficient manner; Ensure staff are assigned adequate physical and human resources to complete required work; Uses Town\xe2\x80\x99s GIS system to troubleshoot problems and evaluate solutions;
Actively involved with internal and external accident investigations; Ensures that all policies and procedures set down by Council are strictly adhered to; Adheres to all Occupational Health & Safety policies, regulations, and compliances; Work with Buyer to ensure prompt ordering and delivery of parts, supplies and practice cost saving measures; Participate in the winter on\xe2\x80\x90call rotation and serve as a backup to other supervisors in their absence; Act for the Supervisor of Public Works as required;
Performs other duties as required. WORKING CONDITIONS
Some exposure to water, chemicals, hazardous materials, and noise; Heavy lifting / moving, walking, standing, and climbing may be required; Work both indoors and outdoors; May encounter various elemental conditions, e.g. rain, snow, heat, cold, etc.; May be required to work at heights, in confined spaces, and in inclement weather conditions; Manual dexterity required to operate and calibrate field equipment, tools, and computer peripherals; Light travel will be required. EDUCATION & TRAINING
Completion of high school; Completion of a post\xe2\x80\x90secondary training in related field; A minimum of five (5) years of experience working with Municipal Infrastructure. OTHER
Proficiency in Microsoft Office 365; Must have valid Class 5 Newfoundland and Labrador driver\xe2\x80\x99s license; Additional licenses in Classes 3, 8 and 9 would be considered an asset; Clear certificates of conduct including a RCMP Criminal Record Check and a Provincial Court Check, is a condition of employment; Completion of professional development courses or programs in management would be considered an asset; Demonstrated leadership abilities, excellent written and verbal communications skills and problem solving skills.
