The role of Flight Operations Quality Assurance Manager (FOQA) is an integral component of the Flight Operations department working to enhance the safety of KBA flight operations and assisting in the overall control of operations including operational standards of all company aircraft and flight crew. In addition to providing operational support, this role is accountable for the responsibilities of the Flight Operations Quality Management system for the Flight Operations department, has the broad responsibility to ensure through effective observation, evaluation, investigation and analysis, that all Flight Operations safety policies, processes, and regulations are respected and complied with. The information gathered is also used to improve safety by significantly enhancing training effectiveness and operational procedures. The FOQA is responsible to the Operations Manager to ensure the following:

  • The effective continuous development and implementation of the Flight Operations Quality System and supporting procedures;
  • Continuously develop and maintain the Flight Operations audit procedures, audit plan, and checklists;
  • Review and evaluate revisions and industry best practices to update company operations manuals, training programs, checklists etc. to ensure standardization and compliance to company and regulatory requirements;
  • Maintain Company Operations Manual (COM), through temp revisions and amendments, to ensure regulatory and operational requirements are meet or as delegated by the Operations Manager;
  • Responsible for maintaining F.O.R. compliance software;
  • Ensuring compliance and utilization of the company SMS program by:
    • Assisting with safety investigations as required by the Safety department
    • Conducting audits or assisting with audits
    • Conducting risk assessments and root cause investigation(s)
    • Assisting with the development and monitoring of corrective action plans;
  • Reviews accident/incident experience of other carriers to apply to accident prevention efforts at KBA;
  • Conducts safety training and serves as subject matter expert for flight operations flight safety;
  • Accountable for Flight Operations training programs, ensuring they are monitored for currency and meeting all regulatory requirements. Provide, through delegation or completion, all required course enhancements and/or development of all technical and non-technical training requirements;
  • Responsible for comprehensive knowledge of and the maintenance of all manuals located in the Flight Operations Technical Library;
  • Provide facilitation support, as required and qualified to perform, for technical ground schools and other related industry identified courses to meet a diverse range of strengths and learning styles.

As a component of this role, the FOQA also assumes the duties of Flight Safety Officer:
  • The Flight Safety Officer shall have operational experience (normally achieved as a Flight Deck crew member) or equivalent experience in aviation management and be trained in SMS investigation processes.
  • The Flight Safety Officer shall have direct access to the Operations Manager in flight safety matters and shall be responsible for managing the flight safety program by:
    • Monitoring and advising on all Company flight safety activities which may have an impact on flight safety;
    • Soliciting and processing flight safety improvement suggestions;
    • Monitoring industry flight safety concerns which may have an impact on Company operations;
    • Maintaining a liaison with industry safety associations;
    • Identifying flight safety deficiencies and making suggestions for corrective action;
    • Investigating and reporting on incidents/accidents and making recommendations to preclude a recurrence;
    • Making recommendations to the Company senior management on matters pertaining to flight safety.


Qualifications
  • Experience in a Flight Operations Department
  • Knowledge of Canadian Aviation Regulations
  • Technical writing and interpretation ability
  • Understanding of both Quality Control and Quality Assurance methods and auditing
  • Previous pilot experience an asset
