Job Description

The Fire Chief is responsible for overseeing and managing all fire department operations, including fire suppression, emergency response, prevention, and rescue services. They lead and supervise a volunteer brigade, ensuring efficient training, staffing and resource allocation. The Fire Chief develops policies, coordinates public safety efforts, and manages budgets. They work closely with other management, government officials, community leaders, and other emergency services to ensure preparedness for disasters. Additionally, the Fire Chief will participate in public outreach and education programs and ensure compliance with safety regulations and standards within the department and the community.

KEY RESPONSIBILITIES & ACCOUNTABILITIES

Leadership

Provide leadership in emergency response situations. Develop a system for emergency scene command, including: scene evaluation, strategy and tactics, emergency personnel coordination. Ensure compliance to all safety standards under the Occupational Health and Safety Legislation, City of Melville Fire Department policies and procedures, and SOGs.

Operational

Coordinate personnel, apparatus, equipment, and property of department in emergency situations. Respond to emergency calls such as: structure fire, wild land fire, MVC, dangerous goods, tactical/rescue, medicals, and other requests for services. Promote fire prevention in the region through inspections, public appearances, and public information education.

Supervision

Train and orientate employees on standard operating guidelines, policies, and procedures. Plan, coordinate and facilitate regular training sessions for Volunteer Fire Fighters. Provide support and guidance to up to 30 volunteer fire members

Administrative

Track trends and anticipate issues that impact emergency services; prepare policy and recommendations for senior management and council. Assist with the operational and capital department financial planning. Annually review and update bylaws and department service fees as required.

EDUCATION, EXPERIENCE AND KNOWLEDGE

Fire College graduate at an advanced level. NFPA 1001 Level II, NFPA 1041 Level II Instructor, NFPA 1031 Fire Inspector, ISC certification to 400 level. Valid Standard First Aid Certificate with CPR. Must hold a Class 3 drivers with 'A' endorsement and provide a drivers abstract. A clear criminal record check. Five (5) years in operations of fire and rescue services. Five (5) years in supervisory and leadership capacity within Municipal fire service. Experience with Wildland fire response and procedures. Experience with all equipment at an emergency scene.

The following Courses and Certifications are considered an asset:

NFPA 472 Awareness and Operations (Technician and Incident Commander preferred), NFPA 1002 Pump and Aerial, NFPA 1521 Incident Safety Officer, NFPA 1403 Live Fire Training, and NFPA 1033 Fire Investigator Graduation from a recognized University in Public Administration, Public Safety Administration or related field. Certificate/diploma in Fire Services, Fire Sciences or Emergency Services Management.

COMPENSATION AND BENEFITS

Annual Salary: $86,956 to $100,806 dependent on knowledge and experience as per existing A4 City of Melville Out of Scope Policy.
