Job Summary
The Financial Manager is responsible for complex financial management of all Food Services units in the Student Housing & Community Services Portfolio under the VP Students at the Vancouver Point Grey and Okanagan campuses. The Financial Manager is responsible for the controllership of all aspects of financial operations within Food Services, including accounting, reporting, budgeting, planning, cost analysis and control systems.
Organizational Status
This position reports to the Senior Financial Manager, Food Services - Student Housing and Community Services. Works with and provides supervision of finance staff in the Food Services department. This position provides guidance and leadership to various staffing levels, operational supervisors and management including senior management within the unit.
Work Performed
Finance ManagementResponsible for the day to day controllership of the accounting area for the Vancouver and Okanagan Food Services departments. Ensures that all transactions are processed using GAAP, including CICA guidelines, and university policies.
Develops budgetary models and is responsible for the preparation and coordination of the monthly, quarterly and annual financial statements and management reports, including variance analyses.
Regularly reviews and implements accounting systems and processes, including periodic audits, to ensure all transactions are processed efficiently and effectively. Recommends changes to improve existing financial systems. Oversees month end cut off procedure.
Engages in business process reviews. Conducts internal audits to review financial controls. Establishes, modifies and implements financial controls to ensure the integrity of the financial process.
Prepares annual financial budget and monitors progress against the budget on a monthly basis using bottom up budgeting techniques.
Food OperationsResponsible for complex business and operational analysis and reporting that contributes to day-to-day success of the business.
Establishes goals for the operation area. Monitors work output to achieve these goals and takes action when necessary to maintain or improve productivity.
Develops and implements system improvements to ensure that information generated from the operating systems is accurate, timely and complete.
Reviews and evaluates, on an ongoing basis, department control policies and procedures, recommends improvements to the Senior Financial Manager, and implements changes in policies, procedures and regulations necessary in a dynamic environment.
Advises unit managers and senior management in regards to tactical planning and strategic budget preparation.
Works with the members of the management leadership team to discuss and assess their operational, business and financial needs, and provides useful financial information to meet these needs.
Personnel ManagementManages personnel issues in the finance group and integrates finance staff into daily unit operations. Holds regular meetings with staff to continuously review the operations and performance of the relevant functional areas.
Hires, trains, evaluates, disciplines, and terminates staff as required, in the finance team.
Consequence of Error/Judgement
The units of Food Services Point Grey and Food Services Okanagan are ancillary departments that are self-funded and have combined annual budget of $68 Million. Actions taken could affect the short and long term financial viability of the department and subsequently affect the overall operation of the business and the department's ability to meet the needs of the university and its community.
Financial mismanagement, errors in analysis, budgets and forecasts, and/or inadequate financial planning, would directly impact strategic management decisions, and could cause opportunity loss, which might substantially impair the department's financial health and the achievement of its mission and could result in negative publicity for the department and University.
Supervision Received
Works with considerable latitude, independently and in collaboration with operational unit leaders and senior managers while applying financial and business management expertise. Consults the Senior Financial Manager and/or Finance Director, VP Students for advice on major or complex problems. The position reports directly to the Senior Financial Manager, Food Services- Student Housing & Community Services. Performance reviewed against objectives established by the Senior Financial Manager.
Supervision Given
Responsible for the management of accounting staff. Assigns goals and responsibilities of the relevant staff members, giving guidance where necessary on complex or contentious issues. Deploys staff resources in areas under jurisdiction to ensure that adequate staff coverage is maintained at all times, and to ensure productive interdepartmental cooperation and liaison. Reviews completed work to ensure that tasks are completed within established time frames. Has the authority to hire, discipline and terminate as required.
Minimum Qualifications
Undergraduate degree in a relevant discipline. Completion of the CPA accounting program (CA, CGA or CMA). Minimum of five years of related experience, or the equivalent combination of education and experience.

Preferred Qualifications
Experience in accounting, auditing, budgeting, financial planning and analysis or other financial activity is required.
Industry experience in operations and analysis, strategic planning, capital projects and/or asset management.
Experience in a high volume large scale service organization.
Experience in a unionized environment is preferable.
Broad knowledge and skills in accounting, finance, audit, management, customer relations, business plan development and reporting writing.
Excellent knowledge of Microsoft Excel
Knowledge of computer operating system, including database knowledge, and communications technologies in a network environment.
Strong sense of business.
Strong leadership skills, including a proven ability to motivate people.
Ability to adapt to changing priorities, multi-task and meet deadlines.
Effective verbal and written communication, interpersonal and organizational skills.
Creative, proactive and able to drive organizational change.
