The Government of Manitoba is seeking qualified candidates to fill several Clerk 4 positions across the various Government Departments, including the Department Public Service Delivery, the Department of Justice, and the Department of Business, Mining, Trades and Job Creation. Specific positions include: Financial Clerk, Accounting Clerk and Production Specialist.

Conditions of Employment:


Must be legally entitled to work in Canada Must be able to provide and maintain a satisfactory Criminal Record Check with Vulnerable Sector Search. Must be able to provide and maintain satisfactory Adult and Child Abuse Registry Checks. Enhanced Security Screening will be required. Must possess and maintain a valid full stage Manitoba Class 5 driver's license or equivalent. May be required to travel within Manitoba or to other jurisdictions.

Qualifications:


Essential:




Experience working in a financial and/or accounting role, including applying and overseeing basic accounting principles. Experience with processing and analyzing documents and applications with a high-degree of accuracy and attention to detail, combined with the ability to analyze applications, policies, ownership agreements, and legal requirements to determine eligibility, feasibility, cost and alignment with government priorities and tax regulations. Experience creating, processing and maintaining accounts payable transactions, accounts receivable transactions, Purchase Orders, Requisitions, and/or Outline Agreements in SAP or a similar software. Ability to interpret, communicate and apply financial policies, procedures, and directives. Strong prioritization, accuracy, and problem-solving skills, with the ability to work with minimal supervision and make decisions based on independent research, legislation, procedures, guidelines, and past precedents. Verbal communication skills with the ability to communicate clearly and professionally with external and internal stakeholders. Proven organizational and time management skills to manage large volumes of work with tight deadlines. Act as the primary point of contact for any questions/problems arising with staff members regarding specific invoices, purchases orders and/or expense claims. Efficient Interpersonal skills with the ability to build and maintain positive working relationships with both external and internal clients. Advises senior management regarding general issues, programming, planning, statistics, and trends in relation to service needs, services provided, and impact to clients in order to improve outcomes. Proficiency working with MS Office (Outlook, Word, Excel, PowerPoint, Adobe, Teams), or similar software and other computerized database applications.

Desired:


Experience in oil and gas or mineral exploration, and/or developed skills in data mining Knowledge of relevant Government acts and regulations as they relate to financial management and government accounting, including the General Manual of Administration, the Financial Administration Manual, the Procurement Administration Manual, and any other related accounting policies and procedures.

Duties:


This position is responsible for performing financial and administrative tasks supporting different departments and branches within the Government of Manitoba. The incumbent is responsible for accounts payable and receivable, procurement, timekeeping, receipt of goods, service entry, and coding of divisional purchases and expenditures. The incumbent has some limited comptrollership responsibilities to ensure that divisional procurement and expenditures are appropriate within the policies and procedures established by the Province of Manitoba. This position deals extensively with requisitions, purchase orders, outline agreements, supply contracts, supply and install contracts, non-purchase order invoices, overhead invoices, expense claims, procurement cards and logs, reconciliation of purchase orders and reconciliations, and provides guidance/mentorship to professionals working in project teams regarding the paperwork process to engage consultants, contractors, and payment of vendor invoices as well as provides financial and administrative management and also acts as the primary liaison and resource to all program staff and ensures adherence to the policies, processes and controls. This position will be required to exercise considerable judgement to make responsible decisions based on the interpretation of Acts, Regulations, policies and standard industry practices.
