Your opportunity:

Under the general direction of the Finance Director, the Finance and Procurement Officer is responsible for the overseeing the invitational competitive procurement process, conducting detailed analysis of invitational competitive solicitations, obtaining quotations and issuing purchase orders within established limits. This role requires the incumbent to review and audit transaction documents and is responsible for enforcing compliance with the University\xe2\x80\x99s financial rules, guidelines and processes. The incumbent works independently to resolve routine and non-routine issues and brings more complex concerns to the attention of the Finance Director or Senior Management.

Your responsibilities will include:


  • Conducting detailed analysis of invitational competitive solicitations
  • Interpreting open competitive bid regulations and related frameworks to ensure adherence to applicable University policies
  • Advising on process and requirements for making major purchases and preparing lease agreements
  • Producing complex statistical and financial reports
  • Obtaining quotations and issuing purchase orders within established limits
  • Responding to and resolving service complaints
  • Interpreting and applying procurement rules and related guidelines
  • Serving as a resource to others by providing (non-supervisory) administrative guidance

Essential Qualifications:

  • Bachelor\'s Degree in Finance, Accounting or Business Administration plus related procurement certification; or acceptable combination of equivalent experience.
  • Minimum four years direct procurement experience with responsibility for supplier sourcing, competitive procurement, contract review, and relationship management
  • Progressive procurement experience with the demonstrated ability to assess and determine appropriate procurement processes as well as effectively conduct bid/proposal analysis/evaluation.
  • Data analytics experience including interpreting data and making recommendations, collaborating with cross functional teams
  • Experience working in a fast pace and high volume finance department including issuing a high volume of purchase orders within a Financial Information system.
  • Experience working in a purchasing environment with diverse spend categories
  • Must have current knowledge in the field of procurement and industry best practices, including public procurement.
  • Experience producing complex statistical and financial reports; Experience tracking, processing and analyzing information
  • Experience analyzing financial data, preparing reports, and presenting financial information; Experience with performing financial reconciliations.
  • Experience interpreting open competitive bid regulations and related frameworks
  • Experience on advising on process and requirements for making major purchases and lease agreements
  • Experience with computerized purchasing, eProcurement, and financial systems (SAP R/3 preferred).
  • Demonstrated experience with U of T\'s Administrative Management System (e.g. FIS and HRIS), or equivalent systems
  • Demonstrated advanced skills with Microsoft Office Suite (e.g. Word, Excel, PowerPoint, Outlook).
  • Good communication skills, both orally and written with both internal and external contacts and the ability to work with all levels of the organization.
  • Proven ability to organize, prioritize, and problem solve own work to meet multiple deadlines
  • Excellent attention to detail

Assets (Nonessential):

  • A recognized procurement designation (i.e. through NIGP, SCMA, OPBA, ISM)
  • In-depth understanding of University procurement policies and procedures

Pay Scale Group & Hiring Zone:
USW Pay Band 12 - $71,842 with an annual step progression to a maximum of $91,875. Pay scale and job class assignment is subject to determination pursuant to the Job Evaluation/Pay Equity Maintenance Protocol.
